In today’s rapid development of knowledge-based economy, knowledge, technologyand human capital has become an important factor of production and the competing objectfor both Coutries and enterprises, the knowledge-based talents are needed in all walks oflife, especially the surge in growing demand for high-tech talent. The core competitivenessof research institutes comes from continuous innovation and continuous learning, but whatbehind the behavior of continuous innovation and continuous learning is a scientificincentive mechanism which can provide a lasting power for researchers. Scientificincentives can attract, retain outstanding researchers for research institutes as well aspromote institutional change; scientific incentives can promote technological innovationand product conversion; scientific incentives can also promote scientific researchers beactive in the market economy system’s needs of research institutes, continue to meet thedemand of the ultimate beneficiaries of research results. Therefore, carrying out theresearch on incentive mechanism within the research institutes and strive to establish ascientific, comprehensive, effective and modern incentive system has an importantapplication value.In this paper, RL Institute as an example, by studying the human resource situation andstatus of incentive mechanism, to discuss how to propose incentives for researchers ininstitute. Trying to investigate incentives which has representative of a certain to enrich thetheory of motivation to some extent, promoting the development of the incentive theory inmiddle management personnel. Meanwhile, conduct research on researchersincentives,stimulate their enthusiasm for work to the greatest extent, has a strategicsignificance.Under the guidance of the classical theory of motivation, based on the incentive statusanalysis of RL Institute, we described the findings on the demand for incentives, revealedthe lack of incentives for researchers in the institute in this study.With the actual of RL Institute, carry out the program re-design of incentivemechanisms to achieve its goal of improving the incentive model, especially for theincentive program content and elaborate safeguards, including salaries and benefits ofspecific incentives to encourage interest in the work, management style, motivation, training, learning motivation, interpersonal motivation, corporate culture and otherincentives. Finally, giving out a further incentive mechanism to encourage managementmeasures for improvements and suggestions. Measures taken include improving internalcommunication mechanism within the institute; the use of target management incentive;strengthen the income gap and the distribution of grades, and to promote more incentivepay; extensive training to enhance the value of scientific research personnel; to buildmulti-channel career development, fully mobilization initiative and creativity and so on.Meanwhile, the article also pointed out that to ensure effective implementation, theInstitute should depend on the different circumstances to take a different approach whenimproving incentives for those who want to be inspired tailored.
