Shift-share model as a new method to measure the effectivenessof the industrial structure, used to calculate regional economic development benefitsthat achieve the optimal configuration of the industrial structure in the referencedregional and industrial structural changes, and compare industrial structure to theState or reference area can provide, and we can make a quantitative judgment of aregion’s industrial structure-effective contribution to local economic growth andeffective evaluate the local industrial structure effectiveness, thus contributing to thereasonable industrial structure adjustment and upgrading to a more stable, harmoniousand efficient economic and social development.The paper sort out the shift-share model and theoretical,combine thedevelopment characteristics of Henan, Dynamic analyzed its national growth effect、industrial mix effect and the shift share effect from1981to2010. Furthermore, thepaper construct of the effect index of industrial structure, the effect of competingpower index and the industrial structure contribution rate to evaluate the system ofindustrial structure, in-depth analysis of the effectiveness of industrial structure inHenan Province, conclusions follows:(1) From1981to2010in Henan, the national growth effect changed in an uptrend,the industrial mix effect changed relatively very small, the shift share effect of get alittle change. As we can know, the industrial structure adjustment and upgrading is therequired from the industrial mix effect and the shift share effect.(2) From the point of view to measure the effectiveness of the industrial structure,building effective evaluation system of the industrial structure, in-depth analysis ofthe development trend of the Henan industrial structure effectiveness in the1981-2010years. The results show that the past30years, the economics of Henanrapid development, the development of various industries has been greatly improved, however, since the effectiveness of the overall industrial structure is still relativelylow, the national growth effect contribution to economic growth is so small. IfHenan‘s industrial structure to reach the national level, the contribution rate ofeconomic growth will exceed40%.(3) As the results of the analysis and the problems faced in the Industrial Structureof Henan, the following policy recommendations: pay close attention to the economicenvironment, to ensure the stability of the industry growth; balanced industrialdevelopment to ensure the growth sector ‘industrial output increase; optimize theindustrial level, to enhance industrial competitiveness.
