Agricultural labor transfer to the urban areas and the non-agriculture industries , one of the key approaches to the Songnong issue and an inevitable requirement to realize modernization, industrialization and modern agriculture in our country ,constitutes one of the most important strategic issues in the social-economic development of our country at the present stage. It is not only closely related to industrialization and urbanization in the rural areas , to the realization of Well-off through increased production and income , to the coordinated development of urban -rural economy and social stability, to the building of a New Socialist Countryside and a harmonious society, it also affects long-term social stability of our country . Since Reform and Opening-Up Policy in China, reasonable and orderly transfer of labor force from rural areas ,which becomes one of the key approaches to coordinated urban-rural infrastructure development, not only promotes city building, but also accelerate urbanization in our country .Agricultural labor transfer to the urban areas and the non-agriculture industries features modernization in many countries, China is no exception. China, whose rural areas contribute the most part of its population, whose urban-rural disparity still exists, is a big country both in the aspects of agriculture and population. In 2003, the Rise of Central China Plan was put forward by the Central Committee of the Communist Party of China (CPC) and the State Council, and people's spirits in six provinces in Central China were inspired. Henan,one of the six provinces in Central China, whose population in rural areas contribute most part, whose average income per farmer was rather low and whose first industry constitutes a large proportion, which has the largest population both in Central China and whole country , less plowland acreage per capita and low-level urbanization, faces the most serious situation in the transfer of its large amount of remaining rural labor force. Based on such practices in Henan Province and relevant peer-reviewed studies both in our country and abroad, this paper analyzed systematically the overall situation of rural labor transfer in Henan Province. The study might be of theoretical and practical significance.This paper was composed by six parts. In the first chapter, the background ,objective ,significance, main contents of this study, research trends, ideas and methods in this field were expatiated. In the second chapter, status quo of agricultural labor transfer in Henan Province was summarized, the characteristics of agricultural labor transfer in Henan Province was analyzed. In the third chapter, such problems as low-making labor, imperfect systems, low-level urbanization, slow development of small towns and absorptive capacity of township enterprises to rural remaining labor, which appeared in agricultural labor transfer in Henan Province were pointed out. In the fourth chapter, such influencing factors as human capital, management, marketing, industry, technology and policy in agricultural labor transfer were analyzed. In the fifth chapter, experiences and apocalypse of agricultural labor transfer from such provinces as Zhejiang, Gansu and Shandong and such countries as USA, UK, Japan and South Korea were stated. In the sixth chapter, dynamic mechanisms as push-pull mechanism, promotion mechanism and stability mechanism were put forward on the basis of relevant theories, influencing factors,experiences and apocalypse of agricultural labor transfer .
