Following with the market competition intensifying, many enterprises begin to seekbetter development.Performance management, as an important content in human resourcesmanagement, including recruitment, training and reward, a lot of work links are based onperformance management as the basis. And enterprise strategy to enterprise’s developmentplays a guiding role, performance management and enterprise strategy combination, whichis an important way of enterprise strategy, but also improve the competitive advantages ofenterprises edge tool.In practice, though,many enterprises have to pay attention to the strategyperformance management role, but a lot of enterprise strategic performance managementwork are not very well, they don’t set up completed strategic performance managementsystem, and think that as long as there is the evaluation can solve the problem ofperformance. The actual situation is that a lot of problem can’t be solved, as far as toproduce more problem, these problem hinder the development of the enterprise.This paper aims at the GuanDaoJu of China petroleum’s strategic performancemanagement system, bases on the integration of theoretical and practical foundation,according to the balance scorecard theory as a strategic performance management systemto design the guiding ideology, takes the GuanDaoJu of China petroleum’s strategicperformance management system to arrangement, the purpose is to solve the GuanDaoJuof China petroleum’s strategic performance of the problems existing in the managementsystem, promotes strategic performance management’s level, achieves the strategic goalsof the enterprise the highest purpose. In GuanDaoJu of China petroleum’s strategicperformance management system design again, it can improve the efficiency ofmanagement of the enterprise, at the same time also to have a way for any otherstate-owned enterprises to provide strategic performance management reference.In this paper, the GuanDaoJu of China petroleum’s strategic performancemanagement system construction are discussed. First of all, this paper analyzes the oilGuanDaoJu in strategic performance management problems existing in the system, including that the target support insufficiency, the difference is not obvious, performanceevaluation standard is not stable, etc. After that, combined with GuanDaoJu of Chinapetroleum’s strategic target, through the balanced scorecard decomposition strategy target,it determines the strategic performance indicators and evaluation standard. Finally, in viewof the GuanDaoJu of China petroleum’s strategic performance management to designsystem, it analyzes the implementation may arise during the process of question, carryson the new strategic performance management system guarantee the implementation ofthe research, and gives the measures to resolve the problem.
