In recent years,the rapid development of market economy,enterprise management model from the original traditional model into a strategic model,this change is for enterprises to win a place in the industry necessary.SMEs want to long-term development,must adapt to the changing competitive environment,from within the company to optimize the management system to enhance management efficiency to ensure that the company's strategy to achieve.The traditional performance system is a kind of oriented and only focus on the realization of financial indicators of the system,ignoring the internal and external factors,can not fundamentally improve the company's business,this system has not adapted to the current competitive market environment.Balanced scoring card as recognized at home and abroad the most scientific performance management system,by many of China's large enterprises of all ages,but the use of small and medium enterprises is also rare.In this paper,LW company as the research object,through field research,to understand LW's current performance management system,the company's production and operation characteristics,performance management status analysis.Found that the company's current performance management system has to a certain extent,limit the company's development,there are more problems.Therefore,it is of practical significance to design a performance management system based on Balanced Scorecard for LW development.Based on the basic theory and steps of the Balanced Scorecard,the paper designs the design principle of LW's performance management system,and establishes the strategic target and strategic map of the company through SWOT analysis.On this basis,the KPIs at the company level are screened by AHP And then decompose the company performance index into the department performance index according to the matrix decomposition method.The same method should determine its weight.According to the department staff responsibility,the departmental level KPI is decomposed into the employee KPI,and the weight is determined by the same.Finally,the issues that should be paid attention to in the implementation of the Balanced Scorecard are discussed.Designing the Balanced Scorecard Performance Management System for the Company is the basis for improving the performance management level of the company.Whether it can really play the role of the system and need to be verified in the implementation process.According to the problems in the implementation process,Perfection and amendment are the key to ensuring the scientific and effectiveness of the system.
