With today’s economy situation changing rapidly,the competition betweencountries and regions more and more performance in the creative ability of science andtechnology (S&T hereafter). Science and technology has become the core power tostimulate economic growth, and that science and technology competition has becomethe main form of economic competition. As China’s third growth pole of economy,beijing-tianjin-hebei’s economic development is worse than Yangtze river delta andPearl river delta region in China, economy there is still a certain gap compared, thisrelated not only to earlier national development strategy,and also to the regionaldifferences in the level of science and technology. In addition, theBeijing-Tianjin-Hebei region internal resources in science and technology a greatdisparity, and in science and technology activitivities,three regions haven’t cooperateclosely because of the geographical relationship. On the contrary, each of these threeregions does things in its own way, interdependent degree is lowl, and there existobvious gradient in three provinces or cities in the overall level of science andtechnology.In order to show the region difference between science and technology moreclearly and more intuitively, the paper puts forward the concept of science andtechnology gradient, and put forward the phrase "science and technology gradientcoefficient", which is used to measure regional scientific and technological gradient.On the the basis of analysis of the causes of regional scientific and technologicalgradient, using the product of comparative S&T innovation efficiency, comparativerate of S&T funds investment and comparative rate of S&T personnel to show S&Tgradient coefficient,and it gives empirical measurement and contrast analysis ofBeijing, Tianjin and Hebei.The empirical study results show that the three provincesand cities beijing-tianjin-hebei exists obvious gradient,and that, Beijing highest,followed by tianjin, hebei lowest. The three regions’ S&T resource allocation isextremely uneven,and no matter from science and technology input or S&T innovation efficiency, the beijing-tianjin S&T gradient is far higher than hebei. After that,according to the beijing-tianjin-hebei S&T gradient measure results, the paper analysethe main reason of Beijing-tianjin-hebei S&T gradient difference is that the S&T inputin the three regions is imbalance, the regional innovation system is not perfect, and thetransformation efficiency of S&T achievements is low. Finally, this article put forwardsome suggestions to promote beijing-tianjin-hebei technology level.from six aspects,and the six aspects are respectively the constructing S&T cooperation organizationsystem, setting up the S&T cooperation platform, improving S&T cooperation inputmechanism, perfecting S&T cooperation service mechanism, promoting thetechnology transfer and exchange between thethree areas, constructingBeijing-Tianjin-Hebei regional innovation system.
