Industry Selection And Path Optimization Of Hebei Province's Agglomeration To Undertake Beijing's Industrial Transfer

Orderly relief of Beijing's non-capital functions is the key link and top priority of coordinated development of the Beijing-Tianjin-Hebei region.It is a topic worth studying that how to accurately choose the undertaking industry,promote the industry to truly land in the undertaking area,and drive the economic development in the process of Hebei province undertaking Beijing's non-capital function relief and industrial upgrading and transfer.Based on the analysis framework of spatial economics,this paper provides an economic and technological possibility and explores a feasible path for Hebei Province's agglomeration undertaking industrial transfer in Beijing.Firstly,by analyzing the current situation of Hebei province's undertaking Beijing's industrial transfer,it is concluded that the existing problems in Hebei province's undertaking industry are as follows: the selection of industry is not accurate enough,the flow path of factors between Beijing and Hebei is blocked,and the allocation of factors in Hebei province is inefficient.Secondly,choose the type of industry that Hebei province should undertake.Thirdly,study and analyze the impact of various factors on industrial agglomeration in Hebei Province,find out the short board of factor allocation that affects industrial agglomeration,and provide the focus of optimizing factor allocation for Hebei Province's agglomeration undertaking industrial transfer in Beijing.Fourth,it puts forward countermeasures and suggestions for path optimization from three aspects: selecting industry types accurately,opening up the flow path of factors,and optimizing the allocation of factors in Hebei province.This paper analyzes the current situation of Hebei province's undertaking Beijing's industrial transfer,and summarizes the three major problems in Hebei Province's agglomeration undertaking industrial transfer in Beijing.In view of the imprecision of undertaking industries,this paper calculates the industrial gradient coefficient and comparative industry growth rates of manufacturing industry segments in Beijing,Tianjin and Hebei,and concludes that Hebei has comparative advantages,while Beijing has a trend of transfer and Hebei province has a trend of agglomeration.The selected industries are those undertaken by Hebei Province.These industries are agro-food processing industry,foods manufacturing industry,wine,beverage and refined tea manufacturing industry,textile industry,wood processing and wood,bamboo,rattan,palm,grass products industry,furniture manufacturing industry,printing and recording medium reproduction industry,chemical raw material and chemical product manufacturing industry,non-metallic mineral products industry,metal products industry,general equipment manufacturing industry,special equipment manufacturing industry,electrical machinery and equipment manufacturing industry,instrumentation manufacturing industry and other manufacturing industries.The panel model is used to study and analyze the influence of various factors on industrial agglomeration in Hebei province.meanwhile,the heterogeneity of industries is fully considered in the regression model,and the influences of labor flow,capital flow and trade cost on different industrial agglomeration in Hebei province are further analyzed.The results show that economies of scale and labor mobility have significant positive effects on industrial agglomeration in Hebei Province,but capital,technology and local protection factors have not played a greater positive role.Hebei Province has a short board in the allocation of these major factors,which is the focus of the next optimization of the allocation of factors.Based on the research conclusion of this paper,the paper finally puts forward the countermeasures and suggestions of path optimization for Hebei Province's agglomeration undertaking industrial transfer in Beijing.The first part of the countermeasures and suggestions is to select several major industries for Hebei Province's agglomeration undertaking industrial transfer in Beijing.The second part of the proposal is to optimize the business environment,perfect the talent policy and reduce the phenomenon of industrial isomorphism,aiming at the obstacles of factor flow between Beijing and Hebei,for example,the phenomenon of industrial isomorphism leads to factor competition.The last part of the countermeasures and suggestions aim at optimizing the allocation of factors in Hebei Province,such as the improper use of capital in Hebei Province,and put forward to build industrial parks,improve urban service functions,strengthen the R&D and introduction of technology,reasonably allocate capital,and properly protect and strengthen guidance to industries.Accurate selection of industries to undertake,promotion of factor inflow,and optimization of factor allocation will promote the process of Hebei Province's agglomeration undertaking industrial transfer in Beijing.
