Jing-Jin-Ji area is one of the three major high-tech industry areas, it have aunique advantage in the traditional industrial base, geographical location, resourceelements, etc. However, on the whole, Beijing, Tianjin and Hebei region still faces inpromoting regional cooperation and coordination between the transfer of industries tofurther enhance the level of an important high-tech industry needs. Therefore, it’simportant that one objective evaluation of the Beijing-Tianjin-Hebei area’s high-techindustrial development and a reasonable forecast of future trends in high-tech industry.In the high-tech industries, science and technology personnel is the key of laborproductivity, technology of capital profit ability is the key of capital output ratio,considering of these, this paper taked technology professionals and technology fundsinto the theory, comparatived Beijing, Tianjin and Hebei gradient factor regionalhigh-tech industry specific from the high-tech industry location quotient, scientificand technical personnel labor productivity, capital output ratio, and science andtechnology high-tech industry four factors. For the high-tech industry developmenttrend in the future, this paper establishes a system dynamics model to forecast. In thissystem dynamics model, it considered the operation mechanism between processedinto high-tech industry development, transformation and industry output, then basiedon historical data, simulated the development trend of Beijing, Tianjin and Hebei’shigh-tech industry, analysied of it’s high-tech industry index value level of thegradient changes in the "12th Five-Year Plan" period. Finally, based on the results ofthe gradient evaluation and simulation, combined with the geographic locationresource factors, industry characteristics and other factors of Beijing, Tianjin andHebei, this study made some corresponding strategies and recommendations topromote regional cooperation within the sound of high-tech industry and development,such as improved the soft and hard regional environment, and so on.
