As an indispensable part of state-owned enterprises in the social economicsystem,there is important significance, however, due to the reform andopeningup institutional constraints,Resulting in a weak sense of thestate-owned enterprises on the financial and strategicmanagement.Lack ofeffectiveness in the management of the financial strategy. Ultimately makethe state-owned development process lag.The primary problem in the face ofcontemporary state-owned enterprises, to consider how to give full play tothe role of the financial strategy management, in order to enhance the corecompetitiveness of the enterprises themselves, to keep up with the rapiddevelopment of the times.This paper first describes the concepts of enterprise financial strategymanagement from the theory angle. Firstly, through the company’s financial management status of the case study, found that traditional financialmanagement mode can not meet the needs of the development of thecompany, it is proposed to take the financial necessity of strategicmanagement. Secondly, the research and analysis of the case competition inthe industry environment and internal environment, raised the company’sfinancial and strategic objectives, with suitable financial strategy tailoredaccording to their objective situation, which the company’s financial strategyin the form described, namely: investment strategies, financing strategies,capital intensive strategy, budget control strategies, cost control strategy.Thendescribe the specific implementation of the company’s financial strategy, are:adjusting the organizational structure, business process reengineering,financial resource allocation system, the establishment of financial controlsystem. In order to ensure that the financial strategic objectives can beeffectively achieved. Next financial strategy evaluation, A comparativeanalysis of financial strategies before and after the implementation of thecompany’s profitability, operations, solvency, the results of the evaluation.Finally, how to optimize the company’s financial strategy, implementationand evaluation of financial strategy put forward reasonable suggestions forimprovement, so that the case company to business financial strategymanagement effective processing enterprises in the future.Hope that through this paper, the managers of state-owned enterprises to pay more attention tothe financial strategic management play a key role in the overall developmentof the enterprise.
