The Tibet autonomous region, located in the hinterland of tibetan plateau, is ethnic minority areas of highest density, border areas and plateau area of China. Since thousands of years, Tibetan as the main body of all ethnic groups of plateau, in the process of promoting the building of plateau, developing traditional culture and jointly creating history of motherland, have wrote the glorious chapter and created the immortal performance. People of Tibet autonomous region, under the kind care and support of the party central committee, the central government and the support of fraternal provinces, live and work in peace and contentment. At present, the Tibet autonomous region is experiencing the fastest-growing economic development and the most stable political situation in the history. In new period, the local people of all ethnic groups enjoy the most fully achievements of reform and opening up.In regional economic era, human resource is regarded as "first factor" of the regional economic development. Human resources play a vital role in the allocation efficiency of other relevant economic elements. Bad natural conditions, inconvenient traffic, the strong ultraviolet and other reserved resources limit lead to the lagging development of Tibet.From the perspective of resources, environment and excessive population growth of development factors, population increased but the overall quality is not high and the overall quality of the human resources team is too low, which restricted the rapid development of Tibet economy. Non-public economy, which accounts for about half of Tibet’s GDP, is a very important strategic significance for economic development of Tibet. At the same time, in order to achieve extension of industrial chain, industrial structure adjustment and the growing of total economy volume of economic development target, the key lies in rational allocation, effective development and system guarantee of human resources. As a result, the study on human resources in the development of the non-public economic development of Tibet, is very urgent practical significance and meaning for Tibet’s regional economic development.The thesis is based on the theory and experience of the human resource development at home and abroad. On the basis of drawing on and absorbing the research achievements, the author has adopted normative analysis, empirical analysis, macro and micro analysis, qualitative analysis and quantitative analysis, etc.This thesis is consists of five chapters. Chapter1"Prolegomenon":the research background and its significance, domestic and foreign research situation, research methods, the new ideas and shortcomings. Chapter2:define the relevant concepts of human resource development, describes, analyze the relevant theories of human development and the particularity of the development of non-public economy. Chapter3:carried on the detailed description and induction from the present situation of human resources development, the existential question of the development of non-public economy in Tibet. The factors restricting the human resources development of non-public economy are analyzed. Chapter4:The human resources development for developed countries experience for reference and the experience of the human resources development modes in our country are introduced. Chapter5:elaborate the development of the non-public sector of the focus of the human resources development and the corresponding development strategy and policy safeguard, therefore this part constructs the human resources development in the development of non-public economy in Tibet’s strategic and orientation, proposes to promote human resources development of non-public economic development in Tibet’s countermeasure and the suggestion. I hope to provide reference for government departments to formulate relevant policies and to add brick and tile for the development of the non-public sector in Tibet.
