The management of energy project especially those high energy consumingindustries is a key managing filed of our government. To strengthen the control andguidance of our government to high energy consuming industries to do urge it energysaving management is significant for our realizing our state energy saving target.Aspresent our government has officially list energy saving audition as a prior work forpermanent assets investment. Hower owning to the lack of workable methods andmanagement.there are many absence and blind spots in the audition.The essay establish a good connection between theory and reality. it focuses onthe industries’ energy saving audition and management,and attempts to pick up thekey factors which influence the permanent assets investment. It tries to establish ameasurable model module for evaluating the energy saving management forpermanent assets investment;it provides a frame for evaluation and improvement forenergy saving management.the module based on the analysis of the energyconsuming and management after establishment to judge the rationality of the projectand to see whether it meets the industrial policy,also judging the project design meetsthe energy saving protocol and industrial energy saving designing standard. itsjudgement system on the maturity ability is made based on the comparison of energyconsuming level and the domestic advancing level.
