Research On The Problem Of The Farmers’ Interests In The Process Of The New-type Urbanization In Jinjiang City

The urbanization construction of China has entered the key stage of reform, the Eighteenth National Congress of the CPC and the Third Plenary Session of the eighteen clearly pointed out that our country must adhere to improve urban and rural development system, took the new road of urbanization with Chinese characteristics, its core is people-oriented and the improvement of the quality of urbanization. The urbanization of China experienced decades of development, especially since the reform and opening up, it got the great success, however, it had many urgent problems to be solved, especially the problem of the farmers’interest in the process of the urbanization.Under this background, Jinjiang City forces to promote the new urbanization construction, this paper starts from this point, bases on the urban and rural two element theory and the theory of integration of urban-rural, and combines with the theory of public management, on the basis of foreign and Chinese history of urbanization, uses questionnaire, field investigation and research methods to research the farmers main interest problems on the process of the new urbanization in Jinjiang city.Firstly, by comparing the interests differences of farmers in Jinjiang city before and after the new-type urbanization, the author thinks that the new adjustment of the main conflict of the interests of farmers in the process of urbanization is that the land benefit, jobs, housing, health care, pension, etc, whether those problems are effectively ensured, whether the collective assets distribution rights get effective protection and farmers’ willing and feelings to the rural are respected. Secondly, through the research of the farmers’ interests adjustment problems, the author finds that the root of the problem is mainly for the basic rights and interests of farmers is not guaranteed, the influence of various interest groups, the lack of effective supervision and power specification, the lack of historical and cultural protection and the shortcomings of the government’s public management. Finally, to explore the farmers’ interests of process in the new-type urbanization and find the guarantee of the farmers’ interests in the current situation, the author puts forward the proper suggestions of farmers interests adjustment problems of Jinjiang’s process of urbanization:one is the correct understanding of the farmers’ interests of adjustment in the new urbanization; second is to establish and improve the interest adjustment system; three is effective specification for power;fourth, fully respect farmers’ willing; fifth, adjust measures to local conditions, implement of the local urbanization.Through the above five countermeasures to guide the farmers to participate in the new urbanization construction actively and with the attitude of ownership, to adjust the distribution of farmers’ interests reasonably during the process of urbanization, to safeguard the farmers’ interests fully after urbanization, so as to achieve win-win, to improve economic benefit and social benefit and realize the sustainable development of new type of urbanization.
