China is in a stage of rapid development of urbanization,the Party Central Committee and the State Council attach great importance to the problem of land resources use, especially the city land intensive utilization. The working conference of the central urbanization held in 2013 and the third plenary session both emphasized on keeping the minimum value of arable land area. strictly controlling the supply of city construction land, improving the intensive land use system. In the new situation and new requirements, the city land intensive use becomes the strategic choice of new urbanization, but also actively responds to the inherent requirements of the new normal. As an important center city in East China coast. the city of Qingdao has issues of extensive land use, lack of coordination between population growth and construction land consumption in the process of rapid urbanization. With the advance of Qingdao "Blue cross-border" strategy, urban land demand surges, the contradiction between people and land will become more acute. Therefore, the intensive use of urban land is of great significance to alleviate the contradiction between supply and demand, enhance the quality of the new urbanization, improve urban land use efficiency.By using PSR (Pressure-State-Response) model,Interval Scales Analytic Hierarchy Process, multi-factor comprehensive evaluation method, BP neural network model, this paper quantitatively analyzes the status quo of Qingdao Urban Land Intensive Utilization in urbanization process, and predicts the level of Qingdao Urban Land Intensive Utilization in the next period. Based on the analysis results and the reference path of intensive land use of cities at home and abroad, make policy recommendations for solving the problem of Qingdao Urban Land Intensive Utilization. The full text is divided into eight chapters:The first chapter is the introduction. It analyzes the background and significance of research, reviews current research, and then illustrates the research ideas and research methods; second chapter is relevant concepts and theoretical basis, including the basic concept of urban land intensive use, the relationship between urbanization and urban land intensive use, the theoretical basis of intensive land use and research methods introduction; the third chapter is the present situation of urbanization and city land use in Qingdao city; The fourth chapter establishes the evaluation index system based on the PSR model of the level of intensive land use in Qingdao city; the fifth chapter is the part of empirical analysis and the focus of this paper. It calculates the weight by interval number analytic hierarchy process, uses multi factor comprehensive evaluation method to evaluate land intensive use level of the Qingdao city in the 2000-2012 years, and then analyzes the status of city land intensive utilization in Qingdao city, the sixth chapter establishes BP neural network prediction model for predicting the land intensive utilization level of Qingdao city in 2013-2017 years, the seventh chapter puts forward the corresponding countermeasures and suggestions in view of the problems of land intensive use of Qingdao City, the eighth chapter is the conclusion of this paper.The results of the study show that:(1) During the period of 2000-2012, Qingdao city land intensive utilization levels showed a steady upward trend overall, intensive degree from medium to rise to a higher level of intensive intensive, but compared with similar cities, there are still large tap potential; From the perspective of each subsystem, pressure, state and response system gradually tend to the equilibrium and benign circulation. (2) The forecast indicates that intensive use of urban land in Qingdao maintained steadily, but the growth rate gradually slowed down in 2013-2017. (3) To further enhance the Qingdao City Urban Land Intensive Utilization Countermeasures:from the angle of government control, it is necessary to strengthen land use planning, program management and land use control, improve land use efficiency, strengthen the industrial land management and optimize urban land layout, the implementation of urban land use assessment and evaluation mechanisms; from the perspective of market allocation, improve the urban land auction system, the pilot industrial land transfer system elasticity.
