The Impacts Of Ecological Compensation On Regional Development Under The Herds’ View

As the contradiction are increasing between the human society and the ecologicalenvironment,the ecological compensation project of return grazing to grassland hasbecome an effective means to solve the ecological environment problems,for examplethe project of return grazing to grassland.The main purpose that implementing theproject of ecological compensation is to produce ecological benefit,but the localgovernment pay more attention to the development of social economy.If the project ofecological compensation have a bad influence in the local development, the stabilityand the sustainability of ecological compensation is threatened to a certain extent.Therefore, the research that the impacts of ecological compensation on regionaldevelopment is important.It is not only to perfect the mechanism of ecologicalcompensation, but also has an important guiding significance for the sustainability ofecological compensation programs.In this paper,based on the environmental economics, public economicstheory,using the means of participatory rural appraisal (PRA) to interview117herdhouseholds and Combined with the related statistics date in the Yellow River WaterSupply Areas of Gannan, the development situation of study area are evaluated byadopting the model of artificial neural network.Then the fuzzy multi-criteria analysismodel is constructed to assess the economic,society and environment affect in thefarmer level,which is brought by the ecological compensation and by using fuzzymulti-criteria analysis model.So as to reveal the the impacts of ecologicalcompensation on regional development, found the problems that existing in theproject implementation and puts forward some suggestions.The mian purpose isperfect the ecological compensation policy and ensure the sustainability of the project.The main conclusions are as follows:First,the development situation of study area are evaluated by adopting the modelof artificial neural network and the results are as follows:(1)economic developmentgrow fluctuating.The economic development has been rising steadily in times of1998-2003.Because of the implementation of ecological compensation,the economicgrowth has been decreased during2004-2007,and then rising gradually.(2) Socialdevelopment is on the rise in the supply area.The evaluation value is increasing from 0.0705in1998to0.3641in2009.(3) The situation of ecological environment is worseoff then improved gradually in the recharge area.The value is dropped from0.2574in1998to0.1117in2004,and the value grows0.3957in2009from2004,owned to theimplementation of ecological compensation.(4)The comprehensive evaluation ofdevelopment present situation has passed through two stages in the supply area,namedwaved development in the year of1998-2003and steady growth in the year of2004-2009of stage.(5)the social-economic-environment coordination has passedthrough three stages in the supply area,named original symbiotic mode,highconsumption in environmental resources mode and the social-economic-environmentcoordination mode.Second, because of the implementation of ecological compensation (1)Theoverall impact of regional development level is3.39by ecological compensation andit belongs to moderate positive effects.The impact which was was brought by theecological compensation are different to the regional economic,society andenvironment and its rank respectively is3.71,3.58and3.11.(2)Because of theecological compensation,the development of regional economic is slow.The influenceof the income structure of farmers which was was brought by the ecologicalcompensation is the highest.The per capita net income of farmers and the commodityrate of farm products is reduce in the pure pasturing area and semi-planting-pasturingarea.(3)Because of the ecological compensation, there is no different in environmentalawareness and herd’s skills.The farmers of pure pasturing area have a better sense inemployment and rights consciousness;The farmers of semi-planting-pasturing areaand agricultural area have a better sense in supervision awareness, participationconsciousness and life quality improvement.(4)The influence of the environmentalwhich was was brought by the ecological compensation is highest and its rank is3.71.The farmers of pure pasturing area feel more profound,followed by the semi-planting-pasturing area and agricultural area.Third,on basis of the above study,the paper educed correlative evaluationconclusions,and detected some problems.In the end,some policy suggests was bringforward.
