Since the1998abolition of welfare housing, the housing problem has become increasingly prominent. Stepping into the21st century, the marketing degree of our society has increased a lot, and the price of houses has increased even more. In order to meet the housing needs of low-income people, the government has being contributing increasing efforts in building affordable housing, proposed the goal of building36million units of affordable housing during the "Twelve Five". Ground in full swing in China’s construction of affordable housing, innovative affordable housing construction mode and increase the effective control of affordable housing investment by the Government, it has become an urgent problem.Construction Agent original dispersed exercised by each user project management functions exercised by the Agent Unit, the formation of the government investment in scientific decision-making, construction management specialization, the construction market behavior standardized management mode and operation mechanism. Construction Agent achieve centralized management of the project, departmental duties, a sound system of supervision, investment, construction and use of the "three separation" is gaining more attention of local government, because of its own advantages. On the other hand, the government investment in construction projects account for a considerable proportion of the national economy as a whole, if not effectively controlled in the implementation process, will inevitably lead to the waste of social resources.Firstly, by analyzing the current security room construction mode, leads on behalf of the proposed model, on behalf of the build mode and of domestic governments around the protection of housing construction in typical comparative analysis, its advantages are the draw. Second, the empirical analysis of four of affordable housing in Nanjing Area D Area, there are signs of runaway film area of government investment control, and then from the approved design estimates, the EPAM access standard contract terms profiling reasons for the high construction costs. Finally, it is proposed to strengthen the control mode of agent construction of affordable housing in government investment suggestions.
