Research On Dynamic Performance Evaluation Of Agent Based Affordable Housing Construction Projects

Due to the growth of national income is far behind growth rate of real estate price,housing-ensuring problem has become a focal point of livelihood. During the wholeimplement of ‘the eleventh five year plan’ and planning period of ‘the twelfth five yearplan’, the construction scale of China’s affordable housing escalates to considerableshare of construction investment of China’s public project, in order to get realsignificant improvement in living conditions of the low income residents. Recently,agent construction mode has been widely used in the general affordable housingconstruction. However, unclear management objectives, unreasonable designs, wastedconstruction funds and construction quality problems emerge in implement process ofthe agent based affordable housing construction. Therefore, dynamic performanceevaluation research of agent based affordable housing construction project has greatpractical significance in improving construction quality and management level ofaffordable housing construction, and in promoting rational configuration anddistribution of affordable construction.First, concepts of agent construction mode, affordable housing, performanceevaluation, etc. are outlined. Second, development process and construction mode ofChina’s housing construction project, and characteristics of China’s agent basedconstruction model management approach are concerned. On the basis of that, dynamicmanagement theory, dynamic performance evaluation theory and performancemanagement theory are analyzed in agent based affordable housing construction project.Third, according to basic procedures of China’s construction projects, the implementprocedures of agent based affordable housing construction project are divided intodetailed phases. Dynamic performance evaluation of agent based affordable housingconstruction projects is analyzed by target decomposition and multi-objective decisionmaking methods. Dynamic performance evaluation system of agent based affordablehousing construction projects (DPES) is then established. Four, idea of targetdecomposition, AHP and Great correlation method are used to construct and screendynamic performance evaluation system of early stage, construction stage andcompletion stage on the basis of evaluation system. Then dynamic performanceevaluation index system of agent based affordable housing construction projects isestablished. Five, through comparison with common used evaluation methods, AHPbased Fuzzy Comprehensive Evaluation method is adopted as the dynamic performance evaluation method of our research, and applied in real-life construction evaluationprojects. Results show that performance management of agent based affordable housingconstruction project is obvious improved by the proposed method. Finally, somesuggestions are given on how to improve the performance management of agent basedhousing construction projects.Dynamic performance evaluation system of agent based affordable housingconstruction project is introduced in this research. The proposed evaluation system isfree of limitations and lag of mainly used “post evaluation” performance method.Therefore, it has better application value and reference significance for performanceevaluation of agent based affordable housing construction projects.
