Study On Indicator System Optimization Of Public Service Facilities Of Small Towns In Hubei Province

Urbanization has been already in the rapid development stage in China,urban-ruralintegrated development and new-style urbanization development has become the nationalurbanization development policy,as well as the consensus.In China, as economy developsin depth,small towns with wide distribution are also play important roles in the economicactivities,urbanization also keeps up with it, showing the unprecedented prosperity.However,the construction of public service facilities in small towns has lagged farbehind the pace of urbanization development,owing to be overlooked for a long time,cannot meet the needs of economic development and inhabitants’life. In the central region,due to enormous changes of population structure, cultural values, social structure,economic structure,public service facilities in small towns show serious backwardness,low efficiency and unsustainable development and so forth in construction. There is a longway from requirements of the Twelfth Five-Year Plan for National Economic and SocialDevelopment,which promotes the equalization of basic public services in urban and rural.This study selects small towns in central Hubei as the research scope, to explore theproblems and development trends of public service facilities construction in these smalltowns of central Hubei province.Indicator system construction is an important part of public service facilitiesconstruction, as well as vital to the quality guarantee and efficiency of public servicefacilities.For the moment,there are not many studies aim at Indicator system of publicservice facilities in small towns,most of the related studies refer to national and localurban residential areas planning and design standards, which does not match with theactual construction of small towns in essence, actually they have no criterion to follow ordistributes indicators at random during the public facilities construction of small towns,resulting in low efficiency service and terrible resources waste. This paper selects smalltowns in test area in Xian-Hong new rural Construction on behalf of advanced small townof Hubei.It explores problems and residential demands of public service facilitiesconstruction in small towns,through data collecting, field work and residential interviews,then it attempts to build constructive public service facilities indicator system suitable for the development Characteristics of small towns in central Hubei,combined with therelated city and small towns public services facilities planning standards and Constructiontechnical codes, so as to promote the healthy development of small towns in these areas.
