The effective management of human resources can positively affectorganizational performance, whether in large organizations or small organization,which has been more and more recognized. Enterprises human resources managementis an important aspect of enterprise management, all the strategy, policy, system aremade by people to formulate and implement, and directly affect the enterpriseorganization which realize the target. At present, in the new economic form, enterprisehuman resources attract more and more attention on how to get more effectivemanagement, and to promote the enterprise the output level and improve enterprisecontribution of organization performance contribution, is even before the face of theenterprise common challenges. Therefore, in this paper, research on the relationshipbetween enterprise human resources management and organizational performance hasthe practical significance.The research taked H state-owned group company in HuBei province, which theauthor works as an example. First, on the basis of the domestic and foreign literaturesand the interview of some human resource management experts of H state-ownedgroup company in HuBei province, this paper puts forward the dimension ofenterprise human resources management,they are recruitment, staff configuration,staff training, internal promotion, employee involvement, performance evaluation,compensation management, professional security, a total of eight dimensionsconstitutes. And on the basis of previous customization of human resourcesmanagement practice, design the initial questionnaire of enterprise human resourcesmanagement, the exploratory factor analysis results show that the dimension ofenterprise human resources management consists of employees’ recruiting andconfiguration, internal promotion, employee involvement, performance evaluation, compensation management, and constitute the official questionnaire of enterprisehuman resources management. By the official questionnaire samples from theobservation, and the analysis results of first order confirmatory factor analysis andsecond order confirmatory factor analysis showed that the observation model of fivedimensions of enterprise human resources management and the value of the mainfitting index reached a good fitting level. And verify the enterprise human resourcesmanagement is a high order variable, it can be made by employees’ recruiting andconfiguration, internal promotion, employee involvement, performance evaluation,compensation management, and measured it. The above analysis result providepractice basis for the dimension construction of enterprise human resourcesmanagement.Second, drawing on the literature on organizational performance scholars, thedimension of organizational performance is divided into to financial performance andnon-financial performance in this paper. And on the basis of the interview of someexperts of H state-owned group company in HuBei province, set up an expertquestionnaire of evaluation of organizational performance, and established the indexsystem of two dimensions of organizational performance. Among them, the financialperformance including profit, cost of production; non-financial performance includeproduct or service quality, market share, customer satisfaction, employee satisfaction.Based on this design the formal questionnaire of organization performance. Theformal sample observation fitting organization performance measurement model, theresults showed that the model and observation of the values of the main fitting indexreached a good fitting level, That is, sample observation is well supported themeasurement model, and the model is verified. The above analysis result providepractice basis for the index system construction of organizational performance.Third, on the basis of buliding of the dimensions of human resource managementand organizational performance, the paper puts forward assumptions of the research,and constructs the relationship model of enterprise human resources management andorganizational performance.Fourth, inspection the relationship of enterprise human resources managementand organizational performance by using the structural equation. The results of thestudy show that:1. Human resources management and financial performance, non-financialperformance have significant positive correlation; 2. Employees’ recruiting and configuration, internal promotion and compensationmanagement of Human resource management dimension and financial performance,non-financial performance have significant positive correlation;3. Employee involvement, performance evaluation of the dimension of Humanresource management and non-financial performance have significant positivecorrelation, but with the relationship of financial performance are not significant.4. Non-financial performance and financial performance have significantpositive correlation.Finally, According to the results, the article proposes some relatedcountermeasures about enterprise human resources management improvingorganizational performance.
