The Research Of Mutual Development With Informatization And Industrialization In Shanghai

As the radical environmental changes of world economics force usurgently to explore and practice how to speed up industrial transformation,upgrade, and competition, the report of the17th CPC National Congressdrafted a new blueprint of vigorously promoting the mutualdevelopment with information technology and industrialization.Since2008, Shanghai Municipal Government has effectively practicedand explored in order to promote the mutual development withinformatization and industrialization, there are still problems such asfocusing industrial policies, improving technology innovations, anddevelopment environment. We have to study and propose the policyfocus and mutual development breakthrough point of promotinginformatization and industrialization in Shanghai for accelerate theinnovation engine and transformation development. In the mean time,as one of the city that has took lead in reaching the period of after industrialization, such practice in Shanghai will private valuableexperience to other cities in the country.Base on The literature research, qualitative research, case study,and comparative study, this paper researches and proposes thecountermeasures and suggestions regarding some key issues of currentsituation and existing policies of Shanghai informatization andindustrialization. This paper includes four sections:1. After cardingtheories to the combination of informatization and industrialization andtheir industrial policies, it provides supporting theories for the proposalsof the combination.2. Using quantitative and qualitative method, itanalyses shanghai industrialization, informatization, and current situationof the relative combination. It further sort out current Shanghaiadministrative policies and analyses industrial policy problems, such asless focusing, pointlessness, less innovation, and less improvement ofdevelopment environment.3. It induces four experiences towardimproving Shanghai current situation, after summarizing American andKorean major achievements of promoting the combination ofinformatization and industrialization.4. It propose key points of thecombination of informatiztion and industrialization in Shanghai from theapplications of new technology, innovative products, IT integration,combination of above two, and industrial diffraction. It also point outpolicy proposals of the combination of above two in Shanghai around the optimization of environmental development, the perfecting finance andtaxation policies, the structure of technical innovative system, and thesupport of small and medium-sized enterprise for the combination ofabove tow.
