Affordable housing is a social security system in the commodity housing and anunique system in China. It is mainly used to solve the housing problems tolow-income population. The same to the endowment insurance, medical insuranceand unemployment insurance, it is the important part of social security system.Although some achievements have been made in twenty years since the Chineseaffordable housing policy was set up, some problems also have been exposed inChina. To research affordable housing purchase access system, some key problemshad been found in the implement processing existing affordable housing purchaseaccess system.This paper discuss the object of affordable housing access system form variousangles. It is used to literature research, comprehensive induction and system analysismethod to find four problems in processing of subscribing affordable housing,including A. the guarantee object range is too big but the investment is not enough.B. the income standard is difficult to review and check. C. Supervision mechanismhas not established and effective supervision mechanism. D. Construction is not upto the standard.According to the actual national conditions in China and combined with theoverseas advanced experience of housing security, it puts forward the correspondingimprovement suggestions to effectively perfect the housing purchase access systemin China. A. Legal system should be strengthened and the punishment mechanismshould be set up. B. Special housing credit agency should be established, financialand accumulation fund system should be improved. C. Take various measures inorder to improve the contradiction between supply and demand. D. Especially putforward the tax restriction system should be used to punish the illegal activities inthe process.
