Agriculture palys an important role in a country’s economic development, butagriculture also has a week sexual. This importance and weak joint decision of thegovernment departments it must support and protection to agriculture, financial supportfor agriculture is one of the important measures of protection. The financial departmentof the government to give agricultural financial support, but also should pay moreattention to the running of the Agriculture Finance, the efficiency of finance supportAgriculture.In recent years, Liaoning Province seriously implement the principles andpolicies of the Party Central Committee and State Council.It has made a positivecontribution in raising farmers’ income,carring out rural poverty alleviation andvigorously helping the poor.But how is the efficiency of the finance support agriculture?This article will through quantitative and qualitative methods of analysis, to evaluate theefficiency of financial support for agriculture situation in Liaoning Province in the past30years.The article is mainly divided into the following six parts: introduction to study ofthe article-the efficiency of Liaoning Agriculture Finance, summarizes the results ofresearch at home and abroad, the main content of the article and research ideas, summaryarticle of innovation and inadequate; the second part of the article involved in theconceptual and theoretical basis are described; third part, the article analyzed from thepoint of view of absolute size and relative size of the status of Liaoning financial supportfor agriculture use of funds and discussed the Financial Fund for Agriculture put in effect;fourth part is the forensic analysis section, the use of DEA (data envelopment analysis)method to conduct an empirical analysis of the efficiency of the project structure fromthe scale efficiency of the Agriculture Finance and Fiscal Expenditure; Part V of theresults for the fourth part, through the DEA-TOBIT two-step method, the factors thatmay affect the efficiency of Liaoning Agriculture Finance empirical analysis to identifythe main factors affect the efficiency of Liaoning Agriculture Finance; Part VI, theempirical results previously obtained were summarized, and the actual situation to givespecific policy recommendations.Articles main conclusions:(1) Liaoning Agriculture Finance scale inefficiency,Agriculture Finance monitoring system problems, waste of funds.(2) financial support foragriculture project investment structure is irrational, and inefficient use.(3) the farmlabor supply, self-sufficiency under realistic production conditions of farmers, the totalpower of agricultural machinery are the main factors affect the efficiency of LiaoningAgriculture Finance.Based on the above conclusions, the article presents policy recommendations toimprove the efficiency of Liaoning Agriculture Finance: Gradual increase in financialsupport for agriculture funding to expand the financing channels; optimize the structureof capital investment; establishing the rule of law, strengthening the monitoring.
