Global warming is a big problem which is threatening the humans living andproduction. Carbon emission reduction is also a important problem which many countriesare disputing now. After the financial crisis in2008, some developed countries, forexample, the USA and the EU, will levy carbon tariff to export commodities of thecountries which don’t carry out carbon emission reduction for justice to step outeconomic haze and to protect the international competitiveness. So the essence of carbontariff is neither protecting environment nor reducting carbon emission, it is a tradesanction in fact. But China is a industrial production country, Liaoning Province is theimportant industrial base of China, which will face grave threats and great challengesbecause of its production characteristic, high consumption of energy, high pollution andhigh emission. So if the USA and other countries start to levy carbon tariff, the export ofLiaoning Province will be shocked heavily.In conclusion, this paper starts with the current situation and composition of trade ofLiaoning Province, analyzing the influence of carbon tariff to the export of LiaoningProvince in theory by the influence of mechanism of carbon tariff. First, export scale willdrop dramatically; second, the comparative advantage will be weaken; third, the exportof enterprises will be inhibited, the employment rate will be driving down; last, theexport environment will be deteriorated.Then the paper will estimate the quantity influence of export price on steel export ofLiaoning Province by a nonlinear model. Then it puts the influence of carbon tariff onexport price into the model to get the influence of carbon tariff on export of LiaoningProvince. The conclusion is that if30dollars and60dollars per ton of carbon is levied in2011, the steel export of Liaoning Province will fall by14.53%and27.47%.At last, the paper will put some advices with province sentiment and theinternational background including changing trade growth mode to further optimize themix of export commodities; carrying out actively emissions regulations of country todeveloping in sustainable way; developing domestic and international market byexpanding domestic demand and multiple trade partners; conducting the innovation by increasing scientific investment for exploring new substitution energy to develop in a lowcarbon economy.
