With the rapid development of the industrial economy, more and more peoplepay more attention to the environmental problems. December2005, the KyotoProtocol on global warming has come into effect after years of delays, But thelandmark agreement to reduce greenhouse gas emissions lacks the support of theUnited States. In2009, the United States announced "The American Clean Energyand Security Act". The bill stipulates that from2020, the United States will imposepunitive tariffs on imports of high-carbon products, namely carbon tariffs. But thefact is that the U.S. attempts to suppress emerging industrialized countries like Chinain the name of environmental protection. The United States violates the KyotoProtocol’s principle of common but differentiated, using carbon tariff to protect itseconomy. Once implementing carbon tariffs, it will have a very serious negativeimpact on Chinese exports.The iron and steel industry plays an important role in our national economy, andthe iron and steel trade occupies an important proportion in international trade. Since2006, China’s steel exports make a breakthrough. In recent years, the rapid growth ofsteel exports enables China become the world’s largest exporter of steel products.China is a major exporter of steel, but it is not a powerful one. On the one hand, thegrowth mode of China’s steel industry is extensive, and its important technologyinnovation capability is weak. On the other hand, the resources and environmentalconstraints are increasingly tight, especially the Chinese government hasstrengthened the regulation of "two high one capital" industry in the TwelfthFive-Year period. The steel industry, as typical high energy consumption, high pollution and resource-intensive industries, suffers most serious impact. Facing todomestic increasing strick environmental regulations, What’s kind of impaction theChina’s steel exports will suffer? How to deal with the steel exports dilemma?Accordingly, on the background of low-carbon economy, this paper takes China’ssteel exports as the research object, using the principles of economics to analyze thedilemma of China’s steel exports suffered. I hope that the results of this research willbe helpful to the reality.This paper is divided into four parts. The first part is the introduction. In thissection, this paper points out that China’s steel industry exports have been facedserious challenge in the background of low-carbon economy. Secondly, this paperdescribes the domestic and foreign scholars’ research on the relationship of trade andthe environment. Then it points out that the research on the impaction of low-carboneconomy on China’s steel exports has important theoretical value in the currentcontext. In the second part, this paper analyzes China’s steel enterprises’ energyconsumption, pollution and export status. According to it, this paper summarizes theproblems of increasingly tight resource and environmental constraints that steelindustry encounters. Based on this, from the perspective of international carbonbarriers and domestic environmental regulation, the third part uses the qualitativeanalysis method to analyze its impact on China’s steel exports’ size, structure andcompetitiveness. Accordingly, in the last part, it gives several recommendations fromthe macro-level and micro-level.
