Nowadays, there are two major challenges in the word, climate warming and crisis of energy. Development of economy demands for much more energy than traditional sources. Therefore more and more countries are trying to find new energy so that they could open up a new development model for economic. We can foresee that we will be entering a new time-the age of low-carbon. Not only is the development of low-carbon economy limited to the development and utilization of renewable energy sources such as solar, wind, etc. to replace such as coal, oil, natural gas and other non-renewable energy; but also under the conditions of existing energy, we do our best to reduce consume of traditional energy, and improve the efficiency of coal, oil, natural gas and other traditional energy sources, thereby reducing emissions of carbon dioxide and other greenhouse gas.Currently carbon tariffs have not yet begun to be imposed and there are no uniform international standards and no unified view on how to do it. Therefore developed countries are most likely to impose carbon tariffs according to their own interests. This will mostly challenge the structure and amount of international trade of China. Taking Anhui Province as an example, how should we assess carbon tariffs on Anhui economy, especially the development of foreign trade? How to deal with such a grim situation, or make effective strategies has important theoretical and practical significance.This paper is divided into four parts. First of all, I will show you the origin and development of carbon tariffs, whether carbon tariffs work or not. Secondly, I will analysis the economic effects of carbon tariffs from both the short-term and long-term. In the short term, carbon tariffs mainly play negative roles whereas it will be a positive one for the long term for the trade promotion effects and improved terms of trade effects. Thirdly, I will analysis the impact of carbon tariffs on exports of Anhui Province qualitatively and quantitatively. Export of agricultural will be taken as an example and I will show more intuitively the effect of carbon tax by data from GTAP model. In the last part, I propose to deal with carbon Anhui export tariff measures and recommendations in order to provide some of the recommendations and references for Anhui to solve the problem of carbon tariffs.This paper precludes the use of theoretical analysis and empirical analysis methods to analyze the economic effects of carbon tariffs, and the effect on international trade. Theoretical analysis mainly in the third chapter, which will be analyze the impact of carbon tariffs based on the tariff economic effects model. Empirical section focuses on the quantitative analysis section carbon tariffs on trade impacts, and GTAP model will to introduced to specific research. Besides, this paper also uses a combination of qualitative and quantitative methods, and research on the impact of carbon tariffs on the export structure, Anhui Province, export competitiveness, and exports and other aspects of the size and the degree of influence from a qualitative and quantitative point of view. We can clearly see that carbon tariffs would increase export price, decline the export competitiveness, deteriorate the terms of trade, reduce the employment rates and so on by combining theory with practice, qualitative with quantitative. Government and export enterprises are required to take appropriate measures to solve these problems, and the specific measures will be in the last part of this paper.
