The Institutional Environment Of Technology Innovation Research Independently

Change the mode of economic growth and the internal dynamic environment of economy of international of huge changes in the external pressure, requirement China strengthen, accelerating the independent technological innovation. However, the " country through science and education" strategy and "construction innovation country" strategy since the implementation of the practice course and empirical studies show, part of our fields and industries, part of the autonomous technological innovation although obtained certain result, but the independent technological innovation and overall effect is not distinct. Influence factors of innovation ability and efficiency is multidimensional, system environment is the important factor. This article is in the direction of efforts, analysis of the impact of technology innovation system factors, so as to China for technology innovation system construction and system innovation to provide theoretical support and reference for our country, and realize the independent technological innovation and sustainable development to provide effective system support.Firstly, in the technology innovation theory, innovation theory and system theory analysis of the combination, in the theory stratification plane to the influence of innovation of system factors are analyzed. Technology innovation is not only science and technology research and innovation, technical innovation is a system engineering, is an enterprise, University, research institutes, government and intermediary organization interaction innovation system, reasonable arrangement of system is the effective operation of the system key. In statistics and descriptive analysis, this paper argues that the" innovation", from the supply side, China’s innovation system the main problem lies in scientific research, invention and application of the lack of market mechanism guide, effective innovation of supply deficiency, need to deepen reform of system of science and technology; from "innovation" in view of the demand, the element price system distortion and defects in the system of innovation, enterprise effective demand insufficient, need to continue to push economic system reform, in order to enhance enterprise innovation internal motivation and external pressure from the supply and demand; combined, the integration of production and research perspective, need to perfect the investment system of science and technology innovation, transformation system, an outcome benefit and protection system, the corresponding financial support system and so on. In the part of empirical analysis, based on the availability of data, this paper selects the part affect technical innovation institutional factors as explanatory variables, with Su、Hu、Ze、Lu、Yue provinces innovation ability difference, affect the technology innovation main factors empirical study. Finally, according to the results of empirical analysis and theoretical analysis, this paper puts forward corresponding policy suggestions.
