Study On Economic Cooperation Between The Central Plain-Tianshui Economic Region And The Economic Region

The new-round development of the western regions requires developing theeconomic regions first and then enhancing the economic cooperation among economicregions. Since the development of Central Shaanxi Plain-Tian Shui economic regionand Shaanxi-Gansu-Ningxia economic region can promote the economic developmentof surrounding areas, there exist practical meanings in researching these two economicregions.Considering the regional features and strategic orientation of Central ShaanxiPlain-Tian Shui economic region and Shaanxi-Gansu-Ningxia economic region, fiveeconomic indicators are discussed, including the economic development standard, theeconomic factor complementarity standard, the validity of policy system supply, thesimilarity of social cultures and the reachability of transportation communication. As aresult, it is concluded that the economic cooperation between Central ShaanxiPlain-Tian Shui economic region and Shaanxi-Gansu-Ningxia economic region isfeasible. Meanwhile, there also exist several factors which restrict the economiccooperation standard between the two regions, such as the inferior support of urbanagglomeration, the imbalanced standard of internal development, the administrativedistrict barriers, the low marketization standard, the low degree of economic opennessand the imperfect transportation communication network. According to the analysis ofstrategic orientation, regional features, feasibility and conditionality, the strategic choicefor the economic cooperation between those two economic regions is made clear interms of strategic target, strategic phases and strategic focus.Based on the fundamental viewpoints of the factor endowment theory, the spatialinteraction theory, the spatial structure theory and the symbiosis theory, the method andgovernment action of the economic cooperation between Central Shaanxi Plain-TianShui economic region and Shaanxi-Gansu-Ningxia economic region is put forward,with the consideration of the basic conditions and strategic choice of the economiccooperation between these two economic regions. On one hand, the cooperation methodshould be on the basis of the sharing flow of high-level elements, the clustery way ofindustrial transfer and the integrative industrial alliance; on the other hand, five majorsystems are constructed for the government, including: the macro-management systemfor regional economic cooperation, the market service system, the public service system,the financial service system and the shared environmental governance system.
