A Study On China’s Rural Land Contracting Right For Wuhu City In Anhui Province

China’s rural land contracting right in the household contract responsibility system based on the innovation come. On the one hand, the rural household contract responsibility system in China has been rapidly increasing agricultural productivity to meet the needs of the people. However, the rural household contract responsibility system to account for the scattered units of the characteristics of business and restricts the size of agriculture, and it can not meet the expansion of the scale of land management requirements; On the other hand, with economic development and non-agricultural industries, part of the rural labor force can be transferred to non-agricultural industry, which is useful to rural land contracting right market development.The laws and regulations have made farmers more freedom in the land transfer rights, China’s rural land contracting right has an initial development of the market, encouraged by the state in accordance with law, voluntarily, under the principle of compensation. So it may be applied with a variety of ways for the development of agriculture appropriately scale. People are actively exploring all over their right to contract land transfer mode. By the analysis of Wuhu City in Anhui Province to land contracting right of the actual situation and characteristics, the author found some problems in the process of circulation. Through accessing to information, the author found the reasons for thinking about these issues and gave some suggestions. Based on China’s food security constraints, the author proposes a general idea of the Land Transaction Models, suggested replacement homestead commercial housing, and the relaxation of the rural collective construction land use change restrictions, corporate management of rural land; improve agricultural modernization, the creation of the liberation of the peasants force and productivity.
