Research On System Reform Of Collective Forest Rights Over Fragile Ecology Areas

Shanxi province is an area with rich coal resources but very fragile ecological environment, which determines its collective forest right system is different from that in the southern forest of China. It is essential for Shanxi to explore a way to reform forest system with Shanxi characteristics.With "rich resources but fragile ecosystem" as the penetration point, this thesis focuses on the national gradual reform of forest systems and farmers’volunteer participation, expounds on the whole process of the forest system reform in Y village in Q country in the Jingzhong City of Shanxi Province through investigation on the Y village on questions of "whether to reform or not, why, who and how to reform," and discusses the effects and the problems in the reform.The first part of this paper conducts a summary on literature on the property right system of forests and study on the achievements of forest reform. The second part does an in-depth research on the particularities of implementing forest reform in such a place as Shanxi Province which abounds in resources but has fragile ecosystem, and what specific requirements this particularity demands on the leaders in the forest reform and executers in such areas. The author also summarizes the ecological situation, forest situations and resource exploitation in Shanxi in this part. The third part, for the particularity of the region itself, the country’s top-down implementation of forest change, extensive publicity and education, and gradually accepted by the masses, the bottom-up out of a "all mountain home, and coal make up the forest. pine and cypress blocks, fruit trees wrapped around the waist,"the road of forest change. The forth part probes in to the achievements and problems when the distinctive forest reform with Shanxi Characteristics was implemented in Y village. The fifth part contemplated on certain significant problems arising in the implementation process of the forest reform.Based on the research done, the thesis believes it is exceedingly essential to conduct collective forest property reform right in Shanxi characterized by fragile ecosystem. With the incentives of the country and the participants and support of the majority of farmers, the distinctive mode of forest reform with Shanxi characteristics has achieved expected effects and increase in income of forest farmers, as well as reached the pre-set goal of improvements in ecosystem and harmony in forest zones.
