| In recent years, the housing problem has become a hot topic in society, which isrelated with the social stability and harmony. Purchasing house through the market canpromote the development of China’s housing consumer market, however, as the housingdemand continues to expand, which leads to the rising prices of houses, manylow-income families have difficulties to buy a house. Although affordable housingconstruction has obtained certain achievements to basically realize the functions ofsecurity housing, the practical problems are still serious. In order to solve the problem oflacking of affordable housing funds, the Ministry of construction, Ministry of Financeand other departments issued" the executive opinion on the pilot job of use of housingprovident loads fund support to affordable housing construction" on August5,2010. Thispaper contains some related content regulations about some pilot cities which can useloans of housing accumulation fund to build affordable housing. This is a major reformto the use of accumulation fund, where the biggest highlight is to combine fund andaffordable housing construction together. It is not only to provide a stable loan to supportto affordable housing construction, but also to efficiently use a large number of idlefunds, which broaden the use of housing provident fund and realize the increment ofhousing provident fund.In this paper, based on China’s national conditions, to the public accumulation fundsfor housing and affordable housing both organic union, around both the advantages,problems, to carry out relevant research. From the housing accumulation fund of fundsadvantage sets out, combing the affordable housing funding gap exists, on how to use thehousing accumulation fund to support affordable housing construction has thoroughresearch, put forward the feasibility of innovative measures, for the use of housingprovident fund to support affordable housing construction to provide the policysuggestion. |
