Research On The Support Of Housing Provident Fund For Indemnificatory Housing Construction

Since the reform and opening,with the rapid development of socialeconomy and urbanization,the imbalance development of the urban-ruraland region and the existence of binary structure system,a lot of ruralsurplus labor are transferring to the city,providing rich labor resources forthe urban development.the temporary flow of the population now hasbecome the main groups flow population in our country.The migrantworkers, only a few people can afford housing,most of them solve thehousing problem by other ways.Migrant workers have their particularityin economy,census register and society relative to the urbanpopulation.Because most of the migrant workers engaged in constructionand service industry, etc,they work long time and wages are lower,besidesthey don’t have urban residents,so they can’t enjoy the correspondingsocial security, especially housing security.Meantime as the result of thefluidity of the migrant workers is very great,without housing,with theirhousing are complex,and It is difficult to bring them into the urbanmanagement system.It is of great significance for the migrant workers tohave a further thorough research about housing security problems,andestablish a scientific and reasonable, rich of the feasibility ofcountermeasures system. This thesis bases on the previous studies,combining with the nationaldevelopment strategy deploy,summarizing experience of all regions,itaims at explore the effective method of solving the migrant workershousing security problems.The first chapter mainly expounds the selectedtopic background,research purpose and significance,combing the researchsituation at home and abroad,and provides the theories view andmethod.The second chapter,defining related concepts about the migrantworkers housing security,basing on social involvement and communityisolation,housing particularity,and the social fairness and justicetheory,etc,analyses the necessary of studying the migrant workers housingsecurity problems.The third chapter,it analyses the reasons of migrantworkers housing security problems from the system arrangement,socialrule and migrant workers characteristics and so on,through the analysis ofthe present situation of the current policy and implement principle ofmigrant workers housing security.The fourth chapter,comparing therelevant policies and measures about solving low-income in the cityhousing problems among the United States, Britain, France andAustralia,hoping it can provide reference and inspiration.At the last,it hasfour aspects of analysis from the laws and regulations,systemarrangement,community environment and migrant workersthemselves,putting forward the practical and effective countermeasures toimprove migrant workers housing security.
