The resource-based city is established on the basis of resource development andutilization of the resource-based industries of the urban,Mostly established in the plannedeconomy period and has unique laws governing the operation of its economic and social,who has made great contributions for China’s economic. But with the reform of marketeconomy, drawbacks of city has gradually become apparent because of the single industrialstructure and function mode, there has been some unique problems such as resourcerecession and economic development lags behind. In the context of achieving sustainableeconomic and social development, to achieve sustainable development has become urgentfor resource-based cities. In this paper, we will study how the resource-based cityachieving sustainable development by carrying out restructuring.Based on previous experience of resource-based cities, we analysis the developmentstatus and problems of the resource-based cities by using a series of regional economics,sustainable development theory, qualitative, quantitative and empirical. The analysis of thispaper is divided into several parts respectively, which are as follows:In the first part, we analyze the status of resource-based cities. Resource-based citiesare facing a problem of single industrial structure, resource-based cities haveresource-based industries as the leading industry or pillar industries, so other industries hasnot been paid enough attention, which resulting in irrational of industrial structure.Thefragile economic structure can not bear the impact once of the event of failure of economicshocks or mineral resources. In addition, it faced a series of problems of unemployment,population loss and environmental damage. It have to pay the cost of equipmentprecipitation, environmental governance costs, the cost of social security and many othercosts for sustainable development.The second part, propose evaluation framework model of resource-based cities’sustainable development and design sustainable development evaluation system from fouraspects of social, economic, environmental and resource. According to the connotation ofsustainable development, we design the overall objective of sustained development, andthen broken down into several levels, to determine the various sub-goals, a description of each target indicators. Use the Delphi method to construct the criteria layer judgmentmatrix and to determine the weight of each indicator. Finally, get the conclusion from theanalysis of data.The third part, we conduct an empirical analysis of the typical coal-resource-based city——Jining City and evaluate it’s capacity of sustainable development. Jining City shows abetter capacity of sustainable development in terms of economic, social, environmental andresource indicators in recent years.Finally, achieve some policy measures to support sustainable development from theindustrial transformation, urban space optimization, financial and taxation support. Firstly,different resource-based cities should choose different transition models, which includingthe industrial extension mode, industry update mode and complex mode, base on such asstage of development, resource endowments, geographical environment. Practice hasproved that the mature stage is the best transition period of resource-based cities, andresource development in the yield or maturity, the yield of the resource-based products tomaintain growth or stability, low cost of mining and downstream industries can takeadvantage of this advantage to develop the deep processing of the resource-based products,extend the industrial chain, the implementation of industrial extension mode. Secondly, onthe basis of analyzing the problems of resource-based cities get the way of sustainabledevelopment to achieve resource-based cities structural optimization from the points ofoptimizing the industrial layout, getting industrial agglomeration, integration betweenurban and rural, rehabilitation of urban ecological environment. Thirdly, the formation oflarge energy companies group is able to adjust or control the scale of resource developmentand utilization of mineral resources industry to extend the life of the subject resourceexploitation as much as possible. In particular, we can take advantage of the existingindustrial and business advantage to extend the industrial chain, promote integration andindustrial structure optimization and upgrading of resource-based cities. Fourthly, we needsupports from government in all aspects, especially in various fields of finance, financialsupport to develop the resource-based cities and get enough financial support through taxreform, financial support and other means.
