With the development of economic integration around the whole world, the tradegradually transfers from inter industry trade to Intra-industry Trade and eventually ends atintra product specialization. The character of the global trade distribution of benefits isbecoming more and more diversification and complex. The change in the distribution oftrade interest makes the evaluation index of traditional trade interests difficult to accuratelyand objectively reflect the distribution of benefits of trade relations among countries. Thisarticle will use the NET index and value-added indicators to measure the distribution ofbenefits under the current trading background. This indicator has a certain scientific andobjective for measuring a country’s trade interests in the background of global value chaindivision. In recent years, with the deepen of the global value chain division, China’sforeign trade has won a huge trade surplus, but not get the actual trade interests, resultingin a strange phenomenon of high surplus and low value-added co-existence. After analysis,we are told that the low-end position in the global value chain is the main reason for thisphenomenon. As China extended from the lower end of the value chain to high-end, whichtouched the value chain of high-end national trade interests vested in these sectors and willcaused other countries in the world to make trade disputes with China frequently. Chinaparticipates in the global value chain division to enhance the interests of the value chainand avoid international trade friction. We will propose above suggestions: from theperspective of government, we should support the development of key industries, optimizethe government service system, promote structural adjustment of foreign trade and improvethe domestic factor price system; from the perspective of enterprises, we should focus onthe input of technical elements and the accumulation of human capital to createcompetitive advantage and gradually improve position of China’s global value chaindivision. Except that we should promote the upgrading of processing trade, extend thedomestic value chain of China’s processing trade and through the value chain of horizontalexpansion and vertical bold to achieve the improvement of the export structure and avoidtrade friction. This is a secure path selection to realize the upgrading of industrial structure and to achieve a quantity advantage of exports from the quality advantage.
