With the deepening of economic globalization and the rapid development of IT,offshore service outsourcing as an important way of cross-border transfer of the globalservice industry has played an increasingly important role in economic development.Offshore service outsourcing industry as an important part of modern high-end serviceshas many advantages, much economic value added, low resources consumption, littleenvironmental pollution, large employment ability and so on. Now it has extended toIT services, human resources management, financial, insurance, accounting, customerservice, research and development, product design and other fields.This paper believethat offshore service outsourcing industry has double feature, and it is bothlabor-intensive and human capital-intensive, therefore, both the quantity and quality ofthe undertake country’s human capital play an important role in the industry development.At the same time, the development of the offshore service outsourcing industry has agood spillover effect, is very beneficial to the workers in undertake country to improvetheir human capital. From the actual situation of the offshore service outsourcingindustry development and international comparison, human capital will affect thelong-term development of the offshore service outsourcing industry, and it is also theimportant factors at this stage that restricting our offshore service outsourcing industry’sfurther development. Therefore, the study of human capital and the development of theoffshore service outsourcing industry has important theoretical and practical significance.On the basis of the existing researches at home and abroad, this paper believe thatthe shortcomings of the existing researches are the nature of the offshore serviceoutsourcing industry is not clearly defined, lack of in-depth study on the relationshipbetween human capital and offshore service outsourcing industry development, andempirical test of the statistical model is less persuasive, so the core theme and researchideas of this study are determined. After defining the conceptions and nature of offshoreservice outsourcing industry, it mainly focuses on the relationship of human capital and the development of offshore service outsourcing industry, and builds the model to anempirical test; and then after analyzing the development of China’s offshore outsourcingindustry and the supply and demand status of applicable talents, some measures aretaken up: give full play to the role of government, enterprises, universities, and traininginstitutions, and explore new training model to promote China’s human capital toenhance the development of offshore service outsourcing. This paper consists of sixparts:The first chapter is the introduction. Through the introduction of the background,the value of the research is established, namely the relationship between human capitaland offshore service outsourcing industry development is of important theoretical andpractical significance. On the basis of summarizing and analyzing the existing research indomestic and abroad, ideas, methods, innovation and weakness in researching aredetermined.The second chapter is about related conceptions and theoretical premises. This papergives the conceptions of the offshore service outsourcing, which is differently understoodat home and abroad; then this paper briefly states the related conceptions and theories ofhuman capital. This chapter is the theoretical basis and prerequisite of the paper.The third chapter explores the relationship between human capital and thedevelopment of offshore service outsourcing industry, which is one of the highlights ofthis paper. Through building a mutual influence mechanism framework, this chapterexamines the relationship between human capital and the development of offshoreoutsourcing industry qualitatively. The human capital promotes offshore serviceoutsourcing industry to develop with the element effect, external effect, technologyspillover effect and knowledge effect; meanwhile, the development of offshore serviceoutsourcing industry upgrades the human capital of a country through the exemplary andleading effect, talent cultivation effect, competition effect and experience accumulationeffect.The fourth chapter is an empirical test of the relationship between the human capitaland offshore service outsourcing industry development. On the basis of qualitative analysis in the third chapter, this paper establishes VAR model, and reaches a conclusionthat there do exists relationship between human capital and the development of offshoreservice outsourcing industry.The fifth chapter analyzes the development of China’s offshore service outsourcingindustry and the supply and demand status of applicable talents. On the basis of thedevelopment background and current status of China’s offshore outsourcing industry, thischapter mainly focuses on analyzing the supply and demand situation of China’s offshoreservice outsourcing industry applicable talents, compared with India, in order to providea realistic basis for the suggestions.The sixth chapter is about the suggestions to promote China’s human capitalupgrading and development of the offshore service outsourcing industry. According tothe analysis of previous chapters, it can be concluded that: the relationship betweenhuman capital and the development of offshore service outsourcing industry is mutualinfluence and mutually reinforcing. With the enhancement of a country’s level of humancapital, its competitiveness in the offshore service outsourcing market is also graduallyincreased; with the development of a country’s offshore service outsourcing industry, thelevel of human capital of their domestic workers is also rising. To enhance ourcompetitiveness in the global offshore service outsourcing market, it is necessary to givefull play to the role of government, enterprises, universities, and training institutions, andexplore new training model to promote China’s human capital to enhance thedevelopment of offshore service outsourcing.
