Tourism of ancient village and town is becoming one of the most popular typessince their rich historical and cultural significance and beautiful natural environment.However, in the process development of tourism of the ancient village and town,there has been a lot of destruction of historical and cultural heritage and behavior ofresisting local residents to foreign tourists which harm the sustainable developmentof the tourism of the ancient towns and villages. Sustainability of development ofancient town and village is a very challenging research topic that is full of practicalsignificance, especially for those areas which are prepared to enter the field ofancient village and town tourism development. The sustainability of developmentalso have strong reference for the operators of ancient town and village.In this paper, the author has accumulated a large number of first-handinformation through practice, and has collected a large body of literature as afoundation, on top of these, the main aspects of research include:First, put forward the idea that the historical and cultural heritage of the ancientvillage and town include ancient buildings, folk customs and cultural atmosphere,and the intangible resources of the heritage is the core resources of the ancient townand village, these intangible resources should also have a set of property rights,including ownership, possession, the right to use and the right in proceeds.Secondly, use the property rights theory to reclassify the existing model of theancient village and town tourism development, and point out that the existing mainproblems of ancient village and town tourism development are theover-commercialization, contradiction of residents desires to improve their ownliving conditions and cultural heritage protection, the difficulty of folk culturalresources protection, unreasonable business model and industrial upgrading difficult.Third, the paper put forward dimensions indicators which measure thesustainability of the ancient village tourism development by using the theory ofsustainable tourism development arid the characteristics of the ancient town tourismdevelopment. The indicators are a better life of residents, history cultural heritageprotection and sustained considerable benefits. The earlier work lays the theoreticalfoundation for the follow-up evaluation of the sustainability of different modes.Fourth, with Zhouzhuang for example, Zh’ouzhuangs tourism development ischaracterized by a government-led, multi-property right subject to jointly develop. considerable benefits, living of residents have been greatly improved, as well asserious damage to historical and cultural heritage, the predicament of industrialupgrading. The paper has given the proposals of defining property rights of thehistorical and cultural heritage,auction of commercialization indicators and propertyequity swap property rights to upgrade. From a typical case of Zhouzhuang, it isconcluded that the multi-property right subject tourism development mode haveproblems. Historical and cultural heritage property of the mode are not clearlydefined, historical and cultural heritage is easily damaged and it is easy toover-commercialization, easy to produce the larger conclusions of the plight of thedistribution of benefits disputes and industrial upgrading.Fifth, Wuzhen, for example, the paper points out that "Wuzheri mode" has asingle property rights, enterprise operation mechanism, transition historical andcultural heritage into tourism products, improving the lives of local residents andi"ndustrial upgrading smoothly, and points out that the "Wuzhen mode is matureand can be replicated, therefore has strong sustainability. It is concluded thatcharacteristics of a single property development model are the commercial operatingwith non-blocking, industrial upgrading with barrier-free, spontaneous protectinghistorical and cultural heritage, to achieving operating profit and the significantimprovement of the lives of local residents.
