Research Into Export-oirented Economic Development Strategy In Underdeveloped Areas

Since the reform and open to the outside world from1978, China’sproductive forces constantly been liberated, economic developmentrepeatedly broke new high speed, and economic development level hascontinuously improved. From2003to2011, national GDP has maintainedan average annual growth rate of10%, far more than the average of theother countries of the world in the same period. The main reason is due tothe development of export-leading economic, particularly in centralChina. The development of export-oriented economic effectivelypromoted the development of county economy. As a traditional largeagricultural county and underdeveloped economic areas in Hunan, inrecent years, Chaling’s total economic aggregate continues to expand,economic efficiency and the quality of the economy is also rising. Butcompared with other counties in Zhuzhou, Chaling’s coal resources cannot compare with Youxian, tourism scale is smaller than Yanling,traditional industry is inferior to Liling, geographic conditions is not asZhuzhou County. In addition, the development of export-orientedeconomy in Chaling is still relatively extensive, the capability ofindependent innovation is not strong, and the trade structure needs to optimize. To solve these problems, we must identify deficiency in thecurrent Chaling’s export-oriented economic development from theperspective of sustainable development, and change the mode of thedevelopment of export-oriented economy, then increase the level ofeconomic development to ensure healthy, orderly and rapid developmentof Chaling’s export-oriented economy.In this paper, from the point of how vigorously improve theexport-oriented economic development of underdeveloped areas, we takethe method document retrieval method and comparative analysis on thedevelopment of the Chaling’s export-oriented economy. Based onanalysis and research of survey data and statistics, we found lot ofproblems in Chaling’s export-oriented economic development processsuch as small-scale enterprises, backward management, lackexport-oriented talents. Based on these problems, this paper proposes twostrategic development of the Chaling’s export-oriented economy,"bringing in" strategy, namely the use of external capital and advancedtechnology to improve the the Chaling’s investment pattern and industrialstructure; second is "going out" strategy, namely vigorously foreign tradeand economic development to improve the quantity and quality of foreigntrade in Chaling, in order to stimulate the rapid economic development ofChaling. One the Comprehensive analysis, this article also targetedChaling’s export-oriented economic development should adhere to the basic principles and development strategy, intensify policy support tocreate a favorable environment for the development of export-orientedeconomic development; push forward opening, accelerate the countyeconomy into the pace of globalization; promote high-tech development,improve the scientific and technological content and added value ofexport products; production of export products to the full implementationof standardization, to improve product quality and safety; implementationof brand strategy, strengthen Chaling’s leading enterprise the leading role;strengthen export-oriented personnel training, solid talent base ofeconomic development; improve the market mechanism, thetransformation of government functions; make full use of the preferentialpolicies for development and poverty reduction in Luoxiao Hill Area.
