The strategyof developing the country through science and education is a great decisionmade by the Party and country and it is a great and urgent task. A country,who wants to survive and develop in the era of knowledge economy, must relyon its talent, intellectual property rights and a strong ability to innovate.In the era of globalization, enterprises are facing fierce market competition.If one wants to be invincible in the competition, enterprises must have theirown core competitiveness, and undoubtedly talent is the formation ofenterprise’s core competitiveness factors. Therefore, taking control ofpersonnel management of the enterprises is the key to promoting businessdevelopment. How to manage human resources in order to achieve maximumeffectiveness has been striving by modern managers.Normally, Chinese pay more attention to human resources management inthe west, regardless of the rich thoughts in the human resources our countryowned.
