The industrial structure refers to the constitution between each industrial department in national economy and various industrial sectors between the internal. It is produced and development based on the general division of labor and the special division of labor. Because of the division of labor and increased production efficiency, more surplus product is produced which producing exchange potential. Exchange development promoted the spatial agglomeration, and which gradually developed into a town. Therefore, urbanization and industrial structure have inseparable relationship. Study on the problem about coordinated development of urbanization and industrial structure, from the research of dynamic point, which is an adjustment between the two systems from imbalance to develop in proportion and a process from never balanced development to balanced development. Study on the static angle is defined in the evolution process, urbanization and industrial structure system’s harmonious consistency. Among them, the orderly and harmonious degree between the two systems in the development process is defined as" coordination degree". Study on the harmonious relation between them, we can provide a theoretical basis to make the effective industry policy and promote coordinated development of urbanization and industrial structure.This paper mainly studies the coordinate development issue between the urbanization process of Baoding and industrial structure. The first part is the reference and theoretical basis. First of all, from the domestic and foreign two levels reviewed the coordinated development relationship between urbanization and industrial structure. The domestic experts, scholars generally believe urbanization and industrial structure could promote each other, and not the two parallel lines, some scholars put forward individual region backward economy is the result of urbanization and industrial structure is not harmonious, we should strengthen the coordinated development between them. Many foreign experts from economic gathered angle to analysis the relationship between the urbanization and the industrial structure, they think in the transformative process from agriculture to industry and modern service industry, labor also shifting from agriculture to industry and the tertiary industry, enterprises and workers flocked to the town to promote the development of urbanization. Then introduced the basic concept and correlation theory about urbanization and the industrial structures, and expounded the theory and interactive relationship about the coordinated development of urbanization and industrial structure.The second part empirical analysis is made about the coordinated development between urbanization and industrial structure about Baoding city. First, newest data is selected about Baoding city from2002-2009year’s, the mutual relationship is analyzed about Baoding city’s urbanization and industrial structure through the data to establish correlation analysis model and regression analysis model. And it is obtained that there is significant negative correlation about the Baoding city’s first industry and town development, there is significantly positive correlation between the second industry and urbanization, and there is not significant positive correlation between the tertiary industry and urbanization. Then based on the scientific method to establish a complete target system, it is chosen that the various indicators of the corresponding index value; Based on the standardization data can calculate the weight of each index, according to the weight values and calculation model, calculate the Baoding city’s urbanization integrated development level and industrial structure integrated development level, and then calculate the coordination development level of Baoding city’s urbanization and industrial structure is intermediate harmonious level, development level is not high, we need to find out the reasons to promote two harmonious development of the system.The third part is the summary and problem analysis. The empirical results are summarized and put forward the problems. Effects were found in the coordinated development process of Baoding City’s urbanization and industrial structure, which include: there is a low standard in Baoding city’s urbanization; the level of the urbanization is behind the industrial structure; The regional difference caused unbalanced development between urbanization and industrial structure; small towns and large area problem prominent; the drive action to urbanization is small because industrial structure level is low; resource and environmental contradiction restricting economic development, and then affecting the process of urbanization and industrial structure adjustment and other aspects.The fourth part is countermeasures against the problems mentioned above. From speeding up the urbanization development of Baoding city; coordinated regional economic development; accelerating the construction of Center City, increasing economic radiant power; development of industry structure, improving internal unreasonable conditions, protection of ecological environment, promoting economic sustainable development in five areas to solve the low coordination degree about Baoding City industrial structure and urban development.The fifth part is the summary and further research prospect., it is found that the urbanization process and the industrial structure’s coordinated development level in2002-2009year period is offset coordination level to intermediate coordination level, did not achieve good coordination or quality coordination level, coordination level is not high, by further analyzing to research the reasons and solving countermeasures.
