A Comparative Study On The Policy Of Agricultural Protection Between China And America

Recently, the international market of agriculture increasingly becomes fierce. As one of the open markets of agriculture, the trade of agriculture in China faces opportunities and challenges. Agriculture is the foundation of national economy development. The development of agriculture needs policy, technology and capital, which actually reflects the protection of agriculture. At the same time, the long-term policy of industry-first makes the development of agricultural protection slow.From the angle of comparison, the paper has used the combination of qualitative analysis and quantitative analysis. Also, the paper has used the theory of international economics and the institutional economics to study the policies of agricultural protection. The paper uses technical routes of content analysis-empirical analysis-countermeasure analysis. Firstly, it analyzes American and Chinese protection of agriculture on content and concretely introduces similarities and differences of agricultural protection policy. Secondly, it analyzes Total Support Estimate, General Serves Support Estimate, Producer Support Estimate, Consumer Support Estimate and the affect of the agricultural protection policies on the agricultural trade. Finally, it includes that the agricultural protection of China on policy is not perfect. Under the current situations in our country, the systems of agricultural protection still remain problems and how we should strengthen and perfect the current agricultural protection policies.Under the high agricultural productivity, the high investment returns and the high degree of science and technology promotion, the United States still pays attention to the development of agriculture. According to the existing conditions, the United States makes effective protection policy. China should learn from these. Agriculture is the foundation industry of China. There is a big gap between China and America. Especially after joining WTO, China’s agriculture faces many challenges. Compared with the protection system of agricultural in USA, the protection of China is not perfect and is lack of participation in the economic organization. The agriculture of China lacks the participation of agricultural economic organization. Moreover, the current agricultural protection is low and there are few agricultural subsidies. The structure of agriculture does not conform to the requirements of development of market economy. The financial system is lack of national protection. There are problems in the structure of investment, the source of investment and forms of investment. The insurance system of agriculture lacks of innovation and participation of government.
