| Agriculture as a country's strategic industries and basic industries, with the contemporary development of productivity, agricultural and industrial development imbalance gradually highlights, agricultural protection became a global issue. Especially China, as a typical developing country, due to natural and geographical conditions of the factors, the uneven development of agriculture is much more evident. After our country is being accession to WTO in response to the challenges facing the system of agricultural protection in China is urgent.Firstly, on the theory of agricultural protection at home and abroad reviewed and research, from economics, sociology and political science disciplines such as multi-dimensional perspective of the protection of agricultural research, on this basis, the United States, France, Japan and other international major agricultural policies to protect the country were compared, mutatis mutandis, the protection of agricultural history, current situation and issues in-depth analysis. Empirical research methods used to study in Shandong Province as a model, select Shouguang, two features of Green Island as a research focus on agricultural breakthrough, focused on the development of agriculture with characteristics of both the internal mechanisms and policy ideas, revealing that as long as a suitable policy, through the self-renewal within the industry and harmonious development, the role of agriculture and a weak industry will not continue to exist, and thus become one of the regional economy and industry conclusions.On this basis, in accordance with the relevant WTO provisions, building green box from the protection system, full use of amber box policies, deepening rural household registration system, establishment of rural insurance system, and a sound system for new rural cooperative medical and health angles of a series of proposals put forward, efforts to resolve long hindered the development of deep-seated problems of agriculture. |
