Study On The Implementation Of Agricultural Support And Protection Subsidy In Heyuan City

In 2016,the state carried out a comprehensive reform of the policy of "three subsidies" in agriculture,and merged the funds for subsidies for improved varieties,direct subsidies for grain cultivation,and comprehensive subsidies for agricultural goods into one,that is,the "agricultural support and protection subsidy." The main goal is to improve the protection of cultivated land,encourage farmers to cultivate green,scientifically,environmentally friendly,innovative ways to reasonably plant grain,achieve the protection of agricultural ecological resources,self-conscious promotion of cultivated land;Expand the scale of grain production and management,through supporting large grain growers,family farms,cooperatives and other new operators,to reflect the value of more work and more gains.Heyuan has been implementing agricultural support and protection subsidies since 2017.Since then,the total grain output of the whole city has increased,and farmers' income has also increased.The policy has been positively evaluated,but the new policy has also brought new challenges.The main problems of agricultural support and protection subsidy in Heyuan city were found out by visiting and investigating.Through investigation and research,the main conclusions are as follows:(1)the newly implemented agricultural support and protection subsidy propaganda is not strong and farmers' understanding of the policy is not in place.(2)there is a dispute over the ownership of the right to receive agricultural support protection subsidy.The actual grower of grain may not be able to receive subsidies.(3)there are loopholes in the audit to calculate subsidies based on the area of certainty.The quality of output is not linked.(4)it is difficult to implement the goal of protecting cultivated land formulated by agricultural support and protection subsidy in practice.(5)it is difficult to expand the scale of agricultural production under the influence of traditional ideas.(6)there is no supervision over village cadres.There is a phenomenon of collaring.Through the study of the relevant literature,the main suggestions are to strengthen the management from the inside,and through the strengthening of the education and training of the township government and the village cadres,the villagers shall be guided to receive the agricultural support protection subsidies,and to reasonably carry out the cultivation,the effective protection of the protection land and the harmonious settlement of the conflict disputes on the ownership of the subsidy.To improve the land circulation policy and to guide the farmers to expand the scale of agricultural production.The supervision from the outside and the supervision of the supervision department in this respect have played a role in punishing a one-piece education.Promote the scientific and environmental cultivation of the land by the farmers in Heyuan City through the implementation of the internal and external strengthening subsidy policy,gradually expand the production scale,and cultivate high-yield,healthy and safe food Things,promote the sustainable development of cultivated land,truly achieve "stored grain on the ground."...
