In response to the2008financial crisis all over the world, while improving the production and living standards of the Chinese farmers, China started a countrywide "home appliances to the country" policy in2009. So far it has been three years, the effects of the policies, where to go next, and response from farmers are the most important and direct factors. Farmers’ acknowledge of the policies play a particular important role. In this study, the sample data we used for statistical analysis were based on questionnaire and in-depth interviews with farmers in Jiangxi Province, and the inferences we want to conclude in this study are their understanding level and constraint factors. The conclusions are as follows:Farmers have some level of understanding about the "home appliances into countryside" policy, but lack a deeper and detailed understanding, and the purpose of nationwide enforcement of this policy is not clear. Factors that restraint their level of understanding are the government’s policy advocacy strength, policy itself, farmers’ income and educational level, and rural basic facilities.To remove these constraint factors, several matched policies are recommended:(1)Strengthen publicity work to raise their understanding;(2) Complete the policy itself to eliminate the negative impact of their awareness;(3)Increase farmers’ income to boom their purchasing will;(4)increase educational investment to improve the cognitive needs of farmers;(5)further develop on rural basic facilities to improve policy effects.This paper intends to analysis the causes of current cognition through farmers’ understanding level of the policy, and proposes some suggestions in order to increase home applicants sales among countryside as well as a reference for future enforcement of similar policies.
