In order to maintain the survival and development of human beings,and alleviatethe situation of the deteriorating ecological environment and the over-exploitation ofresources,the sustainable development theory comes into being.In this context,the"green revolution" is spread all areas of society and industry.As a result,the newdevelopment requirements proposed for the logistics industry is to research the modernlogistics from the point of view of the ecological economy,and change the existinglogistics activities’ negative impact on the ecological environment to achieve thecompatibility with the environment, which is the concept of Green Logistics.This paper,which takes the green logistics as the object of study, summarizes thesystem status of China’s green logistics development,and analyzes obstacles of thedevelopment of green logistics based on the external point of view and the analyticaltools of game theory,and find the importance of system construction to the developmentof green logistics and direction of system construction.In addition,by analyzing theforeign system experience of the development of green logistics and combining withthe concrete practice of China,the scientific and feasible system suggestions areproposed for the development of China’s green logistics in the aspect ofmacro-system.Contents of the article is divided into three parts:The first part outlines the background of this study, as well as the importance of thedevelopment of green logistics, explains the concept and content of the greenlogistics,and sums up the real economic significance of the development of greenlogistics.On this basis,it generalizes the status of the system construction about China’sgreen logistics,and pointes out the status that the system construction of China’s greenlogistics is so lagging.The second part,through the research about the negative external effects andexternal effects of the traditional logistics activities, it points out that the existence ofexternal issues is the major obstacle to the development of green logistics,and systemconstruction should be adopted to make up for the internal drive power shortageproblem of green logistics development.Using analysis tools of game theory,it analyzes whether the game between logistics enterprises is existing under theconditions of government regulation,and reaches the following conclusions:the subjectof logistics enterprises have no internal motion to implement green logistics initiativelyin the case of no government regulation;whether the subject of logistics implementsgreen logistics concerns with in the external intensity of regulation and incentivepolicies under the condition of government regulation. Through the game analysisbetween the government and logistics enterprises,a conclusion is reached: the greaterthe intensity of punishment and incentives, the higher the enthusiasm of green logisticsenterprises to implement green logistics.Then it points out that system constructionshould be designed in aspects of government regulation and government incentives toimprove the initiative of enterprises to implement green logistics.The third part,drawing on the developped counties’ system experience to developgreen logistics,and combining with China’s specific conditions,it provides scientificand rational system recommendations in aspects of government regulation andincentives policies. Among them, the policy of government regulation is implementedmainly through environmental legislation,sewage charging, the establishment of greenlogistics evaluation criteria and the construction of related supporting laws andregulations and so on; government incentives policies include green subsidies, greentax, government procurement,industry guidance and the establishment of greenlogistics funds and so on.In addition,the government should strengthen the publicity ofthe concept of green logistics to create a favorable social environment for thedevelopment of green logistics.
