Research On Investment And Revenue Of Rural Small Water Conservancy In Xinjiang

The drought, in the Southwest in2010, had made the local crops damaged fatally, human and animal’s water was also affected badly, and then the most serious drought happened in the northern China in the2010winter since the last one in1998,where wheat in Henan and Shandong provinces, as main area, were severely affected. It is very difficult to estimate that how wide the arid area was and how serious the influence was.Referring to the condition of two consecutive drought disaster and the importance of the construction of rural rural water conservancy, the country promulgated "No one policy" on December31.2010. making a series of decisions to accelerate development of water conservancy reform, which is the eighth year paying close attention to rural problem. This concern looms large in the construction of rural water conservancy. On the paper, the contradiction of supply and demand in the water resources still exsit in the development, the rural water conservancy lags the stable development of agriculture and food security, poor irrigation facilities is still the significantly weakness of rural public goods. Rural water conservancy should depend on the different local conditions, hill area water cellars, small pools, small ponds, small pumping stations, small canals, called "five small water conservancy" project, should be supported, which will be focused on the old revolutionary areas, national minority areas, border areas and poverty-stricken areas, at the same time, it points out of central authorities and provincial finance, the finance in the scope of country and province, or city and town, should increase investment of to the rural water conservancy, to encourage fanner to cast labor voluntarily.The NO one policy takes the frontier area seriously in the construction of rural water conservancy, which provideds the conditions to promote the development of rural small scale water conservancy in the "12th Five-Year Plan" in Xinjiang, based on the background of Xinjiang Area, this paper analyzes current construction of rural water conservancy now, and then makes further advices to the development of construction.This paper consists of six chapters, the first chapter is the basic theory research on rural water conservancy and the research summary of domestic and foreign experts on the project of rural water conservancy; the second chapter descripts the situation of rural water conservancy in Changji area; the third chapter analyzes present investment in Changji; the fourth chapter analyzes the grey correlation of the rural small water conservancy construction and agricultural comprehensive development in Changji area; Using the related data analysis, the fifth chapter analyzes the relationship between water conservancy investment and agricultural development in Changji area; the sixth chapter puts forward to proposals and advices to the development of in rural water conservancy project in Changji.
