Water is the source of life, key to production and basis of ecological groups. It is essential substances to human life and production activities. As the lifeblood of modern agricultural production, rural water conservancy facilities have made outstanding contributions to promoting the sustained and healthy economic development and social harmony and stability. Since the founding of New China, the party and state leadership people of all nationalities carry out the magnificent water conservancy construction, under the leadship of the party and state leaders,which has made remarkable achievements. However, compared to the requirements of economic and social development, water input intensity is not enough, the progress of construction lags behind obviously. It requires speeding up the water conservancy construction with no delay.In this study, we first from the water infrastructure and agricultural economic growth empirical analysis, aiming to explore whether the rural water conservancy construction supply shortage situation will affect the growth of the rural economy. We conclude that Long-term stable relationship exists between the two, and the water conservancy construction is a long-term project which can benefit country and people. At present, China’s infrastructure investment and financing channels is single, and we has not established incentives to encourage and guide social forces to investment incentives. The cancellation "two jobs" and the agricultural tax weakened the foundation of rural water conservancy facilities, while the new system is difficult to effectively implement. The ongoing construction of farmland water conservancy facilities is in a very embarrassing situation.Secondly, along the historical trajectory of irrigation facilities for Chinese governance model study, we analyzed the village collective management, contract management and water association management of these three major existing rural water management systems. The current water management responsibilities have transfered from the state or the collective to water associations. Water management associations in theory has a great advantage in theory.Again, in the north through empirical research, we discovered water infrastructure satisfaction factors of farmers in a micro-level. Association model has no obvious advantages, but on the management of water conservancy facilities, if there is regular maintenance, water allocation plan and farmers can have a say in improving farmers’ satisfaction. Then farmer will be more satisfied. When we deep into the water association management areas for further research, we found that farmers water association does improve performance, but there are also some constraints such as shortage of funds can limit association development.Therefore, an effective incentive private investment is not only a key to crack shortage of water conservancy construction funds, but also a essential choice for water management reform. This paper put forward PPP model of rural water conservancy facilities, which is feasible both in theory and reality in our country. Finally, policy recommendations on this model are advised.
