Along with the vigorous development of tourism in our country, the tourism industry is facing new challenges. In order to fierce international competition in the market in an invincible position, travel agency must grasp the opportunity and meet the challenge and attach great importance to human resources quality, train and bring up a large number of high quality tourism talents, to provide a powerful help and support for adapting to the changing competitive environment.Travel service is labor and intelligence intensive enterprise. Human resources quality is the key to determine success or failure of travel agency. In this paper, at first, we analysis and review the human resource theory, human resources quality theory and core competence theory. Secondly, we deeply analyzed the major aspects of human resources quality in Shaanxi China Travel Service, such as tour guide and the manager’s age, sex, education background, professional, technical level and so on. Then, use analytic hierarchy process (AHP) to compare and analyze three important factors of human resource quality, which is the education background, professional, technical level, and then do the importance sort. It is concluded that there are some problems exist in Shaanxi human resource quality, that is professional degree is not high, the education level is low, and the technical level is generally low. Then analyze the reason why these problems exist. Next, we forecast the supply and demand situation for the next five years to calculate the need for human resources next year. Again, put forward human resource quality lifting scheme of Shaanxi China Travel Service, including the goal of ascension, ideas, specific scheme, the implementation of it and the security measures. Finally, the main conclusion of this paper summarized, and points out the problems for further research.
