The expansion of China’s big cities would prompt our country be going with trafficdevelopment strategy mode which has the main travel way of large-capacity, fast andconvenient rail and conventional public traffic, combining with a variety of ways. Theregion of high population density has a huge and complex traffic demand, publictransportation as a travel tool with low consumption of resources and great capacity isthe best travel way that people support highly. For the area outside of the cities with lowpopulation, the car compare with the public transportation is convenient and flexible,become the main travel tool in the life of people. And can provide point-to-point highquality services. But P&R facilities as a way which can effectively combine theadvantages of the car and public traffic, Can effectively intercept the vehicles outside ofthe city, improve urban public transport development. So,rational planning and layoutwill be the key to make this strategic mode play a role.Based on the study of the main features of China’s large cities, combining withadvanced experience, This paper carried out systematic research on the demandforecasts,the layout and the implementation of management strategies of P&R facilities.On the demand forecast, this paper examined several major palces in Chengdu, and usedthe two Logit regression model to choose the main influence factors. Then this paperestablished BNL model calculating the transition probabilities. Finanlly,it establishedthe layout model of the P&R facilities and combined with the urban rail transit networklayout planning,and Putted forward the implementation strategy of the P&R facilities.Then made the Instance validation study in Chengdu.Finally, this paper established a simple and feasible planning theory of the P&Rfacilities, and proposed the basic theory and operation of the P&R facilities on layoutplanning to fit the urban development trends in China.
