Since the1990s, along with the urban and rural reform and the expansion of the degree we open to the outside world, there has been the most magnificent waves of population flow in the history of mankind. Nanjing, as the provincial capital and an economically and culturally developed key city, is a significant place that populations floating into. However, while the massive rural labour into the cities, contributing to the development of the market economy and the prosperity of city, they have not got justly treatment in the respect of social security yet. Still, floating population visit the doctor, which depends on money rather than diseases, and the problem of poverty caused by illness is particularly noticeable.A research on the Health Care System of floating population is carried out in the article to analyze the influencing factor and satisfaction degree of their joining the medical insurance, which desires to offer the government some dependable proposals to reference, so as to establish a pointed Health Care System which generally satisfies the floating population, and attracts them to participate in Health Care System in their work place.Firstly this article analyzes the questionnaires from the point of view of descriptive statistics, and depicts the choices of floating population and variables of larithmics in contingency table, thus, judges the variables are relative to that whether the person join the medical insurance or not by using χ2test. On these bases, it describes the relationship of the choices and other variables by analyze of the graph of correspondence analysis.Secondly, according to the results of descriptive statistics, this article uses discrete choice model to conduct empirical analysis from the quantitative aspect. Moreover, it analyzes the relationship between that whether floating population join medical insurance or not and the variables by means of the logistic model, meanwhile, it analyzes the relationship between that which kind of insurance floating population could join and other variables by means of multinomial logistic model. The conclusion as followed:the increase of reimbursement ratio could promote the number of floating population who may join the insurance; there is not significant difference between the profession and the kind of insurance, but the profession is relevant to whether the person join the insurance; there is not significant relationship between the income, education and the kinds of insurance, but the increase of income and education can lead to positive results of whether the person join the insurance; census register has not significant correlated with that whether the person join the insurance, but the person who has urban residence registration is more likely to join the insurance system for urban employeesLastly, this article analyzes the floating population’s satisfaction towards medical condition through building structural equation model, and draws the conclusion that: the feelings of medical services and the feelings of medical insurance conditions influence floating population’s satisfaction; when floating population’s satisfaction is improving, floating population would more likely to join the medical insurance which is quite notable; otherwise, the familiarity to policies can significantly affect the feelings of medical services and medical insurance.Consequently, several policies and suggestions is put forward as listed below:it should be advised to entirely promote education and try our best to increase the income; promote the insurance conditions of new type of rural cooperative medical care system, refine the joint of floating population’s medical insurance regulations and severe diseases insurance regulations; advocate the medical insurance to more people and use different methods to advocate the policies in accordance with their varying professions; reform the different census register regulations caused by the dualistic structure in urban and rural areas; promote the medical services and the conditions of medical insurance.
