The lack of execution is the common problem of the existed various organizations,andthe fundamental key to it is the lack of a systematic and rational organization managementprocess. Any organization can’t exist in isolation. There are many stakeholders in itssurroundings inevitably. Considering "People-oriented" which is a management thought,the starting point of organization management process is analyzing dominant demand ofstakeholder groups.Firstly, this paper compares history, culture and management mode of the UnitedStates and Japan, researching the reason why people take the management modes of theUnited States and Japan that are apparently different as management models. Secondly,this paper analyses the execution theory, process management theory and incentive theoryand finds the shortage of them in existing research. Thirdly, this paper builds organizationmanagement process based on group dominant demand, divides the organization’sstakeholders and types, comes up with features and implementation methods of membersof the organization, organization culture, organization structure, management systems,assessment methods and so on in different types of organizations. Finally, this papermakes an empirical research of the Jingheng expressway administration of Hebei province.It analyses the existing problems in organization structure, personnel, organizationalculture, management systems and assessment methods and finds the need of internalstakeholders, making a questionnaire survey of the internal stakeholders and externalstakeholders and analyzing their degree of satisfaction. Then this paper rebuilds theorganization management processes, makes assumption about human nature based on theunderstanding of stakeholders, develops organization culture, adjusts organizationstructure, streamlines organization system, develops assessment methods of departmentand individual and then builds the performance salary linkage mechanism.
