With the deepening of the opening, domestic iron and steel enterprises begin to participate in international competition. It is not only opportunity but also challenge for China’s iron and steel enterprises. The rising of raw materials cost from upstream, the diversified demand for steel products form downstream, the changing national policies, to a certain extent, put forward higher requests for domestic iron and steel enterprises, especially the special steel enterprises. Faced with such fierce market environment, domestic special steel enterprises have to strengthen management for core competitive elements, such as talent, capital and technology. As the backbone of enterprise, middle managers take on an important role in improving the operating performance and enhancing the enterprise’s core competitiveness. Therefore, changing the old unreasonable performance appraisal system, building a set of scientific middle managers performance appraisal index system, so as to appraise the performance of middle managers objectively and fairly, has important practical significance.This Paper takes DongBei Special Steel Group as the research object, according to the logic thinking route of coming up with questions, analyzing the problems, and solving the problems, using the statistics analysis and the empirical study method to identify and analyze the problems of current performance appraisal system in DongBei Special Steel Group. After reviewing the related theory of performance evaluation, we determine to re-establish the performance appraisal system by Balanced Score Card (BSC) framework and using the Analytic Hierarchy Process (AHP) to assign weight of each key performance indicator.And then evaluates management skills of the middle managers through the competence model.Eventually, Using360-degree feedback assessments the working attitude of middle managers,and designs scientific and reasonable performance appraisal system of middle managers adapting to the development of DongBei Special Steel Group.This paper tries to reconstruct the performance appraisal system of middle managers in order to achieve objective and fair assessment of the performance, encouraging middle’ managers to improve themselves continually, improve performance, and promote DongBei Special Steel Group to enhance overall performance.
