From an underdeveloped agricultural economy, it seems as an obvious tendency for the socio-economic development when many new industrial zones are built and the current industrial zones have been extended to make use of available advantages of each region.Binh Duong Province’s socio-economic development has been increasing positively, people’s income is improved, the physical and mental demand and other service demands are also enhanced, process of industrialization and modernization has been changing strongly. With available advantages of natural condition, geographical position and an atractive investment policy, Binh Duong has built industrial zones for maximum exploitation the available resources and call for investment internationally and nationally to boost goods production, increase the overall social properties and develope infrastructure. It is privately calculated that in2006-2010, Binh Duong’s GDP had increased14%annually, it increases twofolds in comparison with the whole country,Average industrial production value in the phase of2006-2010remains a high growth rate with20%annually; to obtain the above achievement, Binh Duong are also pressured about environmental pollution, mechanical population increase caused by development of industrical zones. This increases a approximate number of workers from other localities to Binh Duong for workCommittee and authority of Binh Duong Province had dealed with stagnant issues during process of modernization and industrialization, including environmental pollution, social issues caused by mechanical population increase currently. To deal with mechanical population emigration from the rural areas to developing indutrial localities brings back a great pressure about social issues of Binh Duong in recent years. Quick population growth rate leads to increasing demand of housing, public health services, education and other social services. Meanwhile, social security policies of the local can not meet the demand of the society... it is undeniable positive contribution s of emigrant labors to approximate economic development of Binh Duong.
